No. 3(3)/1/PROM.S.III/2023/178.β€”In exercise of the powers conferred by the proviso to Article 309 of the Constitution read with the Government of India, Ministry of Home Affairs Notification No.F.27/59-Him (i) dated the 13th July, 1959 and all other powers enabling him in this behalf, the Lt. Governor of the National Capital Territory of Delhi, in consultation with Union Public Service Commission, is pleased to amend the Government of National Capital Territory of Delhi Stenographers Service Rules, 2022, namely:- 1. Short title and Amendment: (i) These rules may be called the "Government of National Capital Territory of Delhi Stenographers Service (Amendment) Rules, 2025. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Amendment of Rule 7 (Future Maintenance of Service) In Rule 7 of "the said rules" for existing sub clause (b) of clause 2, the following shall be substituted: "(b) All vacancies in the grade of Private Secretary shall be filled by promotion by selection failing which by deputation." 3. Amendment of Schedule-II a. Sl. No. 1 of Schedule-II of "the said rules" shall be substituted as under: "1. Grade: Principal Private Secretary: Level 11: Rs. 67700-208700/- Method of Recruitment: 100% by promotion. Promotion: A regularly appointed Private Secretary with minimum of 08 years of regular service and having successfully completed the mandatory in-service training of at least 2 weeks to be organized by UTCS. Note: Eligibility service for promotion shall continue to be six years for existing incumbents holding the post of Private Secretary in Level-8 on regular basis on the date of notification of these rules." b. Sl. No. 3 of Schedule-II of "the said rules" shall be substituted as under: "3. Grade: Personal Assistant: Level 7: Rs. 44900-142400/- Method of Recruitment: (i) 85% vacancies by promotion by selection failing which by Deputation (ii) 15% vacancies by LDCE Promotion: A regularly appointed Stenographer with minimum of 10 years of regular service in the grade and having successfully completed the mandatory in- service training of at least 2 weeks to be organized by UTCS. LDCE: A regularly appointed Stenographer with minimum of 05 years of regular service in the grade. Deputation: Officers of Stenographer cadre under the Central Govt./State Govt./UTs: (i) Holding analogous posts on regular basis in the parent cadre/department; or (ii) With five year service in the grade rendered after appointment thereto on regular basis in Level-6 in the pay matrix or equivalent in the parent cadre/department. Note 1: The Department officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other organization/department of the central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed 56 years (as on the closing date of receipt of applications.)" c. The following note VI shall be added after Note V of Schedule-II of "the said rules": Note-VI- The eligibility service required for promotion to the post of Personal Assistant from Stenographers shall continued to be five years for officials holding the post of Stenographer on regular basis before the date of notification of the revised rules i.e. 10.05.2022." 4. Amendment of Schedule-III Sl. No. 1 of Schedule-III of "the said rules" shall be substituted as under: (1) Principal Private Secretary: Group 'A' DPC (i) Chairman/Member, UPSC-Chairman (ii) Chief Secretary, Govt. of NCT of Delhi - Member (iii) Principal Secretary (Home), Govt. of NCT of Delhi - Member Group 'A' DCC (for Considering Confirmation) i. Chief Secretary, Govt. of NCT of Delhi- Chairperson ii. Secretary (Services), Govt. of NCT of Delhi-Member iii. Principal Secretary (Home), Govt. of NCT of Delhi-Member" Note: The Govt. of National Capital Territory of Delhi Stenographers Service Rules, 2022 were notified vide notification No. F.3(10)/Cadre Restructuring/2016/S-III/Pt.
