The New Delhi Municipal Council (NDMC), through Notification No. A-12011/29/2023-H(Estt.)-II/D-460(E) dated 6th July, 2026, has enacted the New Delhi Municipal Council, Medical Services Department, Lady Health Visitor, (Category 'C' post) Recruitment Regulations, 2026. These regulations, effective upon their publication in the Official Gazette, were made in exercise of powers conferred by clauses (c) and (e) of sub-section (1) of section 43 and sub-section (2) of Section 387 of the New Delhi Municipal Council Act, 1994 (44 of 1994), with the approval of the Central Government. The regulations govern the recruitment process for 29 (subject to variation) Lady Health Visitor posts, classified as Category 'C' with a pay matrix Level-5 (Rs 29200-92300). Recruitment is primarily by promotion, failing which by deputation. Specific disqualifications related to marriage are outlined, with provisions for exemption. Existing incumbents are regularized. The NDMC, with Central Government approval, can relax provisions. The regulations also preserve reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Section, Ex-servicemen, and other special categories. Promotion requires five years of regular service as an Auxiliary Nurse and Midwife in NDMC at Level 4 (Rs.25500 – 81100) and six months of pre-promotional training. Deputation candidates must be from Central/State Governments or Union Territory Administrations, holding analogous posts or having five years' service in Level-4, possessing specific nursing qualifications (Diploma/certificate in Auxiliary Nurse Midwife or General Nursing Midwifery), two years' experience in auxiliary nursing in minimum fifty-bedded Government/recognized hospitals, State Nursing Council registration, and six months of Lady Health Visitor training. The maximum age for deputation is fifty-six years, and the period ordinarily not to exceed three years. A Departmental Promotion Committee is constituted, chaired by the Director (Personnel), NDMC, and includes the Director (Medical Services) or Senior Most Doctor of Allopathic Cadre, Joint Director of concerned establishment, and Liaison Officer (Scheduled Caste/Scheduled Tribe) of NDMC. Short title and commencement,-(1) These regulations may be called the New Delhi Municipal Council, Medical Services Department, Lady Health Visitor, (Category 'C' post) Recruitment Regulations, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, classification and level in the pay matrix,- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.,- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification,- No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post. Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial Constitution,-All the incumbents holding category 'C' post of Lady Health Visitor in Medical Services Department, New Delhi Municipal Council on regular basis on or before the commencement of these regulations shall be deemed to have been appointed under these regulations in respective grades and their regular continuous services shall be counted for the purposes of promotion, confirmation and seniority etc. 6. Power to relax,-Where the New Delhi Municipal Council is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and with the approval of the Central Government relax any of the provisions of these regulations with respect to any class or category of persons. 7. Saving,- Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Economically Weaker Section, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Governments or Union Territory Administrations,- (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with five years' service rendered after appointment to the post on a regular basis in level-4 in the pay matrix (Rs.25500-81100) or equivalent in the parent cadre or department; and (b) Possessing the following qualifications and experience, namely:- (i) Diploma or certificate course (two years) in Auxiliary Nurse Midwife or Diploma in General Nursing Midwifery from a recognized institution; (ii) two years' experience in the field of Auxiliary Nursing in minimum fifty bedded Government Hospitals or a Government recognized hospital; (iii) Registered as Auxiliary Nurse Midwife or as a Nurse or Nurse and Midwife with State Nursing Council; (iv) Having completed six months training from a recognized institution for discharging duties as a Lady Health Visitor. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly. The deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding the appointment in the same or some other organization or department of the Central Government or State Governments or Union Territory Administrations shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation shall ‘not be exceeding fifty-six years as on the closing date of receipt of applications. 12 Category 'C' Departmental Promotion Committee (for considering promotion/selection) 1.
