the Constitution read with the Government of India, Ministry of Home Affairs, Notification No.F.24/78/68-DH(S)
dated the 24th September, 1968, the Lt. Governor of the National Capital Territory of Delhi, is pleased to-
(i) make the rules in the Schedule annexed hereto regarding the method of recruitment and qualifications
necessary for appointment to the post of 'Joint Director (Plg./Stats.)' in various offices/ departments under this
Government; and
(ii) cancel the Recruitment Rules for the post of Joint Director (Plg./Stats.) in various offices/ departments under
this Government notified vide Notification No. F.9(13)/2008/CC/Plg/Pt.-II/632 dated 28th January 2013.

11. In case of recruitment by Prom/Dep./abs. : Promotion:
grades from which prom/dep./abs to be made Deputy Director (Plg/Stat.) in the Scale of Pay of Level 11
(Rs. 67,700-2,08,700) in the Pay Matrix as per 7th CPC
with 05 years regular service in the grade rendered after
appointment thereto on regular basis.
Note: Where juniors who have completed their
qualifying/eligibility service are being considered for
promotion, their seniors would also be considered
provided they are not short of the requisite
qualifying/eligibility service by more than half of such
qualifying/eligibility service or two years, whichever is
less.
Deputation: Officers under the Central/State Govt./Union
Territories-
(a)(i) Holding analogous post on regular basis in the parent
Cadre/Department; or
(ii) With five years service in the grade rendered after
appointment thereto on regular basis in the scale of pay of
Level 11 (Rs.67700-208700) in the Pay Matrix as per 7th
CPC or equivalent in the parent Cadre/Department; or
(iii) With ten years service in the grade rendered after
appointment thereto on regular basis in the scale of pay of
Level 10 (Rs. 56100-177500) in the Pay Matrix as per 7th
CPC or equivalent in the parent Cadre/Department; and
Possessing the following Educational Qualifications and
Experience:
(i) Post Graduate Degree in Statistics/ Operational
Research/ Mathematical Statistics/ Applied Statistics or
Post Graduate Degree in Economics/Mathematics/
Commerce
(with
Statistics/Quantitative
Method/Techniques or Costing Statistics/Basic Statistics
/Business Statistics/Introduction to Statistics etc. as one of
subject/papers in Post Graduation/Graduation level) of a
recognized University.
Desirable:
Doctorate Degree in anyone of the subjects mentioned in
EQ (i) from a recognized University.
(ii) Ten years experience of Statistical/ Planning work
including Investigation/Research and Monitoring
Evaluation of Schemes/ Programmes in a recognized
Institute or Department.
Note: The Departmental officers in the feeder category
who are in the direct line of promotion will not be eligible
for consideration for appointment on deputation. Similarly
Deputationist shall not be eligible for consideration for
appointment by promotion).
(Period of Deputation including period of Deputation in
another Ex-Cadre Post held immediately preceding this
appointment in the same or some other
organization/Department of the Central Govt. shall
ordinarily not exceed four years. The maximum age limit
for appointment by deputation shall not be exceeding 56
years on the closing date of the receipt of applications).

13- Circumstances in which UPSC to be : Consultation with Union Public Service Commission is not
consulted in making recruitment necessary.
Notes:
1. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in
accordance with the orders issued by the Government of National Capital Territory of Delhi from time to time in this
regard.
2. No person, who has entered into or contracted a marriage with a person having a spouse living; or who
having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to
the said post: provided that the Government may, if satisfied that such marriage is permissible under the personnel law
applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt
any person from the operation of this rule.
3. Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or
expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect of any class or category of persons.
