The Lt. Governor of the National Capital Territory of Delhi, in exercise of powers conferred by the proviso to article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs, Notification No.F.24/78/68-DH(S) dated 24th September, 1968, has notified new Recruitment Rules for the post of 'Joint Director (Plg./Stats.)' in various offices/departments under the Government of NCT of Delhi, effective 12th November, 2025. Concurrently, the Recruitment Rules for the post of Joint Director (Plg./Stats.) previously notified vide Notification No. F.9(13)/2008/CC/Plg/Pt.-II/632 dated 28th January 2013, have been cancelled. The new rules specify 15 posts (subject to variation) for 'Joint Director (Plg./Stats.)' classified under General Central Service, Non Ministerial Gazetted, Group A, with a Pay Level of 12 (Rs. 78,800-2,09,200) in the pay matrix. Recruitment will be 100% by Promotion failing which Deputation. For promotion, Deputy Directors (Plg/Stat.) in Level 11 (Rs. 67,700-2,08,700) with 5 years regular service are eligible. For deputation, officers from Central/State Govt./Union Territories holding analogous posts, or with 5 years service in Level 11, or 10 years service in Level 10, are eligible, provided they possess a Post Graduate Degree in Statistics/Operational Research/Mathematical Statistics/Applied Statistics or a Post Graduate Degree in Economics/Mathematics/Commerce with relevant statistical subjects, and 10 years experience in Statistical/Planning work. The maximum age limit for appointment by deputation is 56 years, and the deputation period shall not exceed four years. A Departmental Promotion Committee, chaired by a Chairman/Member of UPSC, is constituted for recommendations, though consultation with UPSC is not necessary for recruitment. The rules also include provisions for reservations and relaxations for Scheduled Castes, Scheduled Tribes, Ex-Servicemen, and other special categories, and allow the Government to relax any provisions for specific classes or categories of persons.

Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less. Deputation: Officers under the Central/State Govt./Union Territories- (a)(i) Holding analogous post on regular basis in the parent Cadre/Department; or (ii) With five years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Level 11 (Rs.67700-208700) in the Pay Matrix as per 7th CPC or equivalent in the parent Cadre/Department; or (iii) With ten years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Level 10 (Rs. 56100-177500) in the Pay Matrix as per 7th CPC or equivalent in the parent Cadre/Department; and Possessing the following Educational Qualifications and Experience: (i) Post Graduate Degree in Statistics/ Operational Research/ Mathematical Statistics/ Applied Statistics or Post Graduate Degree in Economics/Mathematics/ Commerce (with Statistics/Quantitative Method/Techniques or Costing Statistics/Basic Statistics /Business Statistics/Introduction to Statistics etc. as one of subject/papers in Post Graduation/Graduation level) of a recognized University. Desirable: Doctorate Degree in anyone of the subjects mentioned in EQ (i) from a recognized University. (ii) Ten years experience of Statistical/ Planning work including Investigation/Research and Monitoring Evaluation of Schemes/ Programmes in a recognized Institute or Department. No person, who has entered into or contracted a marriage with a person having a spouse living; or who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: provided that the Government may, if satisfied that such marriage is permissible under the personnel law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 3. Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.
