No. AB -14017/10/2014 -Estt (RR)(3104937) dated 04.07.2014 and in supersession of all previous recruit ment rules issue d time to time for the post of Group -'C', in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lt. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of 'Staff Car Driver (Ordinary Grade)' in Directorate of Economics & Statistics, Government of National Capital Territor y of Delhi as following namely: — 1. Short title and Commencement :- (i) These rules may be called the Directorate of Economics & Stati stics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Ordinary Grade), Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix :- The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 'Staff Car Driver (Ordinary Grade) of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualifi cation etc. :- The method of recruitment, age limit qualifications and other matters relating to the said post shall be specified in columns 5 to 13 'Staff Car Driver (Ordinary Grade) of the said Schedule. 4. Disqualifications :- No Person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if sati sfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax :- Where the Gover nment is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving :–Nothing in these rules sha ll affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex -Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued b y the Government from time to time in this regard. SCHEDULE 1 Name of the Post Staff Car Driver (Ordinary Grade) 2 Number of Post 02* (2023) *subject to variation dependent on workload 3 Classification General Central Service Group -'C', Non - Gazetted, Non-Ministerial 4 Level in the Pay Matrix Level -2 (Rs.19900 -63200/ -) of the Pay Matrix 5 Whether Selection or non selection post. Not Applicable 6 Age limit for Direct Recruits 18-25* years (Relaxable for departmental candidate upto 40 years in accord ance with the instructions or orders issued by the Central Government). Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled up by All -India Open Competition, the age limi t would be between 18 years and 27 years. 7 Educational & other qualification required for direct recruits Essential: 1. Pass in 10th Standard. 2. Possession of a Valid Driving License for Motor Cars. 3. Knowledge of Motor mechanism (The Candidate should be ab le to remove minor -defects in Vehicle). 4. Experience of Driving a Motor Car for at least 3 years. Desirable: 1. 3 years' service as Home Guard/ Civil Volunteers. Note -1: Qualification are relaxable at the discretion of the Competent Authority in the case of Ca ndidates otherwise well qualified.. Note -2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Com petent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. 8 Whether age & educational qualification prescribe d for direct recruits will apply in the case of Promotees. Not Applicable 9 Period of Probation, if any 02 Years for Direct Recruits. 10 Method of Recruitment whether by Direct Recruitment or by Promotion or by Deputation/Absorption & % of the posts to be filled by various methods Deputation/absorption (100%) failing which by direct recruitment. 11 In case of Recruitment by Promotion / Deputation/ Absorption, grades from which Promotion/Deputation/ Absorption to be made. Deputation/Absorption: (a) (i) H olding analogous post on a regular basis in the parent cadre or department Or (ii) From amongst Group -'C' employees in Level -1 (18000 -56900/ -) in Pay Matrix with three years of regular service in the office where vacancy arises failing which from Group -'C' employees in Level -1 (18000 -56900/ -) in Pay Matrix with three years of regular service in Central Government/State Government/UTs and on the basis of a driving test to assess the competence to drive motor cars. and (b) Possessing the qualification and exp erience as prescribed in Column No.7 Note 1: The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation/Department of the Central Government/State Government/UTs shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation/absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications. 12 If a DPC exists, what is its composition Group -‘C’ Departmental Promotion Committee for considering confirmation: 1. Principal Secretary/Secretary (Labour) - Chairperson 2. Head of the Department (DES) - Member 3. Deputy Secretary (Services) - Member Note: - Senior most member of the Departmental P romotion Committee for considering confirmation shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee happens to be junior to another member of Departmental Promotion Committee. 13 Circumstances in which UPSC to be consulted in making recruitment Not Applicable By order and in the Name of the Lt.
