No. 50(5)/DC/Estt./2023/Hfw/2024/13 dated 10th April 2024, under the proviso to Article 309 of the Constitution of India read with Ministry of Home Affairs Notification No. S.O. 3532 dated 24th September 1968, and after prior consultation with the Union Public Service Commission, superseding this government's earlier Notification No. F.53/144/94-H&FW/4052 dated 29th January 2001. The Lieutenant Governor made the Drugs Control Department, Junior Scientific Officer (Pharmacology) Recruitment Rules, 2024, effective from publication in the Official Gazette, for one post of Junior Scientific Officer (Pharmacology) (General Central Service, Non-Ministerial, Gazetted, Group-B, Level-7, Rs. 44,900-142,400, subject to variation dependent on workload), a selection post filled entirely (100%) by promotion failing which deputation including short-term contract, with no direct recruitment. Promotion is from Senior Scientific Assistant (Pharmacology), Level-6 (Rs. 35,400-112,400), with five years' regular service and completion of a two-week training. Deputation is open to Central/State Government, Union Territory, autonomous/statutory organisation, PSU, university or recognized research institution officers holding analogous posts or with five years' service in Level-6, holding a postgraduate degree in Pharmacology, Physiology, Zoology or Pharmacy plus three years' pharmacological drug-testing experience, or a bachelor's degree in Pharmacy or Science (Chemistry/Botany/Zoology) plus five years' such experience; deputation ordinarily may not exceed three years and applicants must not exceed 56 years of age. A Departmental Promotion Committee chaired by the Additional Chief Secretary (Home)/Principal Secretary (Home), with the department's Administrative Secretary and Special/Additional Secretary (UD) as members, considers promotion; no Departmental Confirmation Committee applies and UPSC consultation is not necessary. No. 50(5)/DC/Estt./2023/Hfw/2024/13.—In exercise of the powers conferred by the proviso to Article 309 of the constitution read with Government of India, Ministry of Home Affairs Notification No. S.O. 3532 dated 24.09.1968 and in supersession of this Government's Notification No. F.53/144/94-H&FW/4052 dated 29.01.2001, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, after prior consultation with Union Public Service Commission, hereby makes rules regulating the method of recruitment to the post of Junior Scientific Officer (Pharmacology) in the Drugs Control Department, Government of National Capital Territory of Delhi as following, namely: 1. Short title and commencement- (i) These rules may be called the Drugs Control Department, Junior Scientific Officer (Pharmacology) Recruitment Rules, 2024 (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, Classification and Pay Level in the Pay Matrix- The number of the said post, its classification and the pay level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule aforesaid. 4. Disqualification.-No person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving- Nothing in these rules, shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (Including short-term contract): 1. Officers of the Central Government/ State Government/ Union Territories/ Autonomous or Statutory Organisation/ PSUs/ Universities/ Recognized Research Institutions: (a) (i) Holding analogous posts on regular basis: or (ii) With 5 years regular service in posts of level 6 (Rs. 35400 – 112400) in the pay matrix or equivalent and (b) Possessing the following educational qualifications and experience: (A) (i) Post Graduate Degree in Pharmacology/ Physiology/ Zoology/ Pharmacy from a Recognized University or Institute; (ii) Three Years' Experience in the field of Pharmacological testing of drugs from a recognized Institution. OR (B) (i) Bachelor Degree in Pharmacy or Bachelor Degree in Science with Chemistry or Botany or Zoology as one of the subjects from a Recognized University or Institute; (ii) Five years' Experience in the field of Pharmacological testing of Drugs from a recognized Institution. Standard Note: Where Juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or 02 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of the receipt of applications If a Departmental Promotion Committee exists, what is its composition: Departmental Promotion Committee — 1.
