The Municipal Corporation of Delhi, in exercise of powers conferred by section 98 read with sub-section (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957), and after consulting the Union Public Service Commission and referring to Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated 19th October, 1966, has framed the Administrative Officer/Assistant Assessor and Collector Recruitment Regulations, 2024. These regulations, published in the Delhi Gazette on November 11, 2025, specify the method of recruitment for 149 posts (subject to workload variation) classified as Category ‘B’ with a Level 9 pay matrix (Rs.53100-167800). Recruitment will be 25% by deputation and 75% by promotion (failing which by deputation). Promotion pathways include 75% from Section Officers, 20% from Private Secretaries, and 5% from Translators, all in Level-8 (Rs. 47600-151100) with 2 years of regular service, a degree, and 2-4 weeks training. Deputation candidates must hold analogous posts or have 2 years of regular service in Level-8, possess a Bachelor's degree, and have 3 years of experience in assessment/valuation or administration; a Law Degree is desirable. The maximum age limit for deputation is 56 years, and the deputation period will ordinarily not exceed three years. Disqualification applies to persons contracting a second marriage with a living spouse, subject to exemptions. The regulations provide for relaxation by the Municipal Corporation of Delhi in consultation with the Union Public Service Commission and include savings for reservations and concessions for Scheduled Castes, Scheduled Tribes, Ex-Servicemen, and other special categories. The Category 'B' Departmental Promotion Committee comprises the Additional Commissioner (Estt.) as Chairman, and Director (Personnel) and Assistant Commissioner (Estt.) as members. Consultation with UPSC is not necessary for making recruitments.

Short title and Commencement.- (i) These regulations may be called Administrative Officer/Assistant Assessor and Collector Recruitment Regulations, 2024. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and Level in Pay Matrix. – The number of the said posts, their classification and Level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) Who has entered into or contracted a second marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a second marriage with any person; shall not be eligible for appointment to the said post: Provided that the Municipal Corporation of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 5. Power to relax. Where the Municipal Corporation of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6. Saving.
