No. 08 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI LABOUR DEPARTMENT NOTIFICATION Delhi, the 1st April, 2025 F.1/31/1128/LC/Estt./Rectt.Rules/CEI/2022/02-05.β€”In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs, Notification No. F.27/59- Him (i) dated 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi, in consultation with the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of Chief Electrical Inspector in the Labour Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement: i) These rules may be called the "Chief Electrical Inspector " Recruitment Rules, 2024. ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of post, classification and Level in the Pay Matrix. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule. 5. Disqualifications: No person, a) Who has entered into or contracted a marriage with a person having a spouse living, or b) Who having a spouse living, has entered into or contracted a marriage with a person Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 6. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons in consultation with UPSC. 7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. Method of recruitment whether by direct Promotion failing which Deputation including Short Term recruitment or by promotion or by Contract deputation/absorption and percentage of vacancies to be filled by various methods 11. In case of recruitment by Promotion: Departmental Electrical Inspector in Level-11 promotion/deputation/absorption, grades (Rs. 67700-208700) of Pay Matrix with 05 years regular from which service in the grade having successfully qualified training of promotion/deputation/absorption to be at least two weeks as prescribed by the Competent Authority. made Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (ISTC): Officers under the Central / State Government / Union Territories / Public Sector Undertakings/Statutory/ Autonomous organizations/Recognized Research Institutes/Universities/State Electricity Boards who are: a) i. Holding analogous post on a regular basis in the parent cadre or department; or ii. with 5 years of service rendered after appointment to the post on a regular basis in the Level-11 of pay matrix in the parent cadre or department; b) Possesses following educational qualification and experience: i. Degree in Electrical Engineering or its equivalent from a recognized University or Institution; ii. at least twenty years in the practice of electrical engineering, out of which at least two years' experience should be in an electrical or mechanical engineering workshop or in generation or transmission or distribution of electricity, or in the administration of the Act and rules thereunder, in a position of responsibility. (The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.) (Period of Deputation (ISTC) including period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or another organization/department of the Central Govt. shall ordinarily not exceed 03 years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application.) 12. If a Departmental Promotion Committee exists, what is its composition Departmental Promotion Committee: 1. Chairman/ Member of the UPSC - Chairman 2. Chief Secretary, GNCT of Delhi - Member 3. Administrative Secretary concerned in the Govt. of NCT of Delhi - Member or 4. Head of Department concerned unless he is ex-officio Secretary in the Govt. of NCT of Delhi – Member. 13.
