Detailed Summary

The Department of Social Welfare, Government of the National Capital Territory of Delhi, issued Notification No. F. 44(52)/2022/DSW/Admn-II/RRs/washermen/washerwomen on July 3, 2026. In exercise of powers conferred by the proviso to Article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated 13th July, 1959, the Lt. Governor of Delhi established the Washer Person Recruitment Rules, 2026. These rules, effective upon official gazette publication, specify the method of recruitment for 21 posts of 'Washer Person' (subject to workload variation), classified as General Central Service, Group 'C' Non-Gazetted, Non-Ministerial, with a Pay Level-1 (Rs. 18000-56900). Recruitment is by direct method, with an age limit of 18-25 years (relaxable up to 40 for departmental candidates, and 18-27 for all India Open Competition) and an essential qualification of 10th Standard pass. Direct recruits will undergo a two-year probation period, including a mandatory two-week induction training. The rules include disqualification clauses for certain marital statuses, with provisions for government relaxation. A saving clause ensures existing reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other special categories, as per Central Government orders, remain unaffected. Consultation with UPSC is not required for this recruitment, and a Group-'C' Departmental Confirmation Committee is specified, comprising the Pr. Secretary/Secretary (AR) as Chairman, Head of Department concerned as Member, and Dy. Secretary (GAD) as Member.
