These rules, titled the Director Recruitment Rules, 2025, came into force on their publication date in the Official Gazette (November 6, 2025). They govern the recruitment process for one Director post in each of Rajiv Gandhi Super Speciality Hospital, Delhi State Cancer Institute, Chacha Nehru Bal Chikitshalay, Institute of Human Behaviour and Allied Science, and Janakpuri Super Speciality Hospital. The post is classified as Category 'A' with a Pay Level 15 (Rs. 182200-224100). The age limit for direct recruits is up to 62 years, with a term of 5 years or until 65 years of age, whichever is earlier. Essential qualifications include an MBBS degree recognized under the Indian Medical Council Act, 1956, a recognized postgraduate qualification (MD/MS/MDS/DM/DNB in relevant fields, with specific specializations for each institution), not less than 25 years of teaching/research experience after post-graduation, and a minimum of 10 years of teaching/non-teaching experience as Professor/Associate Professor/Reader or equivalent, including 5 years as Professor in a hospital/university/institute department. Desirable qualifications include postdoctoral degrees, administrative experience, research publications, and awards. The recruitment method is primarily Direct Recruitment, failing which by Deputation for a probation period of one year. Deputation criteria involve officers from various government and institutional bodies holding analogous posts with requisite qualifications. A Screening-cum-Selection Committee, chaired by the Addl. CS/Pr.Secretary (Revenue) and including other senior officials, will manage the selection process. Disqualification rules apply to persons with a living spouse, with a provision for government exemption.

Short title and commencement. (i) These rules may be called the Director Recruitment Rules, 2025. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, Pay Level in the Pay matrix attached thereto, shall be specified in column (1) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc. — The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualifications – No person- a) Who has entered into or contracted a marriage with a person having a spouse living; or b) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said posts; Provided that the Government may, if satisfied that such marriage is permissible under the personal law application to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax – Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Government, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories on persons in accordance with the order issued by the Government of National Capital Territory of Delhi from time to time.
