No. 1(409)/Plg/RR/DR/2022/1953-1960, dated 8th February 2024), sanctioning 2 posts (2024, subject to variation) in Group 'C', Non-Gazetted, Non-Ministerial, Level-2 of the pay matrix (Rs.19900-63200), with an age limit of 18-25 years (18-27 for all-India open competition, relaxable to 40 for departmental candidates), requiring Matriculation or ITI qualification, a valid motorcycle driving licence, two years' motorcycle driving experience and knowledge of motorcycle mechanism, a two-year probation for direct recruits, and recruitment by deputation or absorption failing which by direct recruitment from Central/State Government or Union Territory officers holding an analogous post or Group C Level-1 employees with three years' regular service; a Group 'C' Departmental Promotion Committee chaired by the Principal Secretary/Secretary (Labour), with the Head of Department and Deputy Secretary (Services) as members, considers confirmation; the rules were signed by Vinod Kumar Thukral, Deputy Director (Admin)/HOO.

No. 1(409)/Plg/RR/DR/2022/1953-1960.—In exercise of power conferred by proviso of Article 309 of Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R. 840 dated 13th July, 1959 and in supersession of all previous notifications issued in this regard, as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post "Despatch Rider" in the Planning Department, namely:- 1. Short title and Commencement- (i) These rules may be called the Planning Department Government of National Capital Territory of Delhi Dispatch Rider Recruitment Rules 2024. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, its classification and Pay level in the Pay matrix.- The number of said posts, it's classification and Pay level in Pay matrix attached shall be as specified in column 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit Qualification etc The method or recruitment, age limit, qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said schedule. 4. Disqualification -No person. (a)Who has entered into or contracted a marriage with a person having a Spouse living Or (b)Who having a spouse living has entered in or contracted a marriage with any persons shall be eligible for the appointment to the said post: provided that the Government may if satisfied that such marriage is permissible under personal law applicable to the such person and other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 5. Power to relax:- Where the Government is of the opinion that if necessary or expedient so to do, it may be order for reasons to be recorded in writing may relax any of the provision of these rules with respect to any class or category of persons. 6. Saving;-Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Schedule Castes, the Schedules Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
