The Rules prescribe one post (2024, subject to variation), classified as General Central Services, Non-Ministerial, Non-Gazetted, Group 'C', at Pay Level 2 (Rs. 19,900-63,200) in the pay matrix, filled by direct recruitment. Age limit for direct recruits is 18-25 years (relaxable up to 40 years for departmental candidates; 18-27 years for all-India open competition). Essential qualifications are a pass in the 10th standard, a valid driving licence for motor cars, knowledge of motor mechanism, and at least three years' driving experience, with three years' service as Home Guard/Civil Volunteer as a desirable qualification. Probation period is two years. Disqualification provisions bar persons who have contracted bigamous marriages, subject to Government exemption. The Departmental Confirmation Committee comprises the Principal Secretary/Secretary (Power) as Chairperson, the Director (Higher Education), and the Deputy Secretary (Finance). Union Public Service Commission consultation is not required. The notification preserves reservations and relaxations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories. Signed by R. No. DHE.1(230)/Estt./RRs/2022/3921-29.—In exercise of the Powers conferred by the proviso to article 309 of the Constitution of India, read with the Govt. of India, Ministry of Home Affair's Notification No. GSR 840 dated 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make the following Rules regulating the method of recruitment to the post of "Staff Car Driver (Ordinary Grade)” in Directorate of Higher Education, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement - (i) These rules may be called the Directorate of Higher Education, Government of National Capital Territory of Delhi, 'Staff Car Driver (Ordinary Grade)', Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, their classification and pay level in the pay matrix: - The number of said post, their classification and pay scale of pay attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc.: - The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in the Columns 5 to 13 of the said Schedule. 4. Disqualifications:- No person:- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to the said posts: Provided that Government may, if satisfied, that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax: - Where the Government is of opinion that it is necessary or expedient so as to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Competent Authority, may relax any of the provisions of these Rules with respect to any class or category of persons. 6. Saving:- Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with orders issued by the Government of India from time to time, in this regard.
