No. 429 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI HOME POLICE-I/ESTABLISHMENT DEPARTMENT NOTIFICATION Delhi, the 28th February, 2025 F.No. 1/1/2025/HP-I/Estt./473 to 481.-In exercise of the powers conferred under sub-section (1) of Section 173 of The Bharatiya Nagarik Suraksha Sanhita, 2023 (Act 46 of 2023), read with Notification bearing S.O. No. 2506(E), dated 28.06.2024 of the Ministry of Home Affairs, Government of India, New Delhi, the Lieutenant Governor of NCT of Delhi is pleased to notify the following rules:- 1. Short title and commencement- (i) These rules may be called as 'Delhi BNSS (First Information Report) Rules, 2025'. (ii) These rules shall extend to the whole of the National Capital Territory of Delhi. (iii) These rules shall come into force from the date of their publication in the official Gazette. 2. Definitions: (1) In these rules unless the context otherwise requires- (i) "Electronic Communication” means the communication of any written, verbal, pictorial information or video content transmitted or transferred (whether from one person to another or from one device to another or from a person to a device or from a device to a person) by means of an electronic device including telephone, mobile phone, or other wireless communication device, or a computer, or audio-video player or camera or any other electronic device or electronic form, as defined in section 2(i) of the Sanhita; (ii) "Information" means the information received orally, in writing or by electronic communication under clause (i) and (ii) of sub-section (1) of Section 173 of the Sanhita; (iii) "Offence" means the cognizable offence as defined under clause (g) of sub-section (1) of Section 2 of The Bharatiya Nagarik Suraksha Sanhita, 2023; (iv) "Officer in charge of a police station" means the officer in charge as defined under clause (r) of sub-section (1) of Section 2 of The Bharatiya Nagarik Suraksha Sanhita, 2023; (v) "Police Station" means the place as defined under clause (u) of Sub-Section (1) of Section 2 of The Bharatiya Nagarik Suraksha Sanhita, 2023, (vi) 'Sanhita' means The Bharatiya Nagarika Suraksha Sanhita, 2023 (Act 46 of 2023). (2) All other words and expressions shall have the same meaning as assigned to them in the BNSS. 3. Recording of Information:- (i) Every information received under section 173(1) of the Sanhita shall be converted into First Information Report (FIR) on Crime and Criminal Tracking Network and Systems (CCTNS) and entered in Integrated Investigation Form-I (I.I.F.-I) as at Annexure-A. Provided that if the information is received by electronic form, the FIR shall be issued only after the informant has signed it within three days. (ii) A print out of the First Information Report recorded under clause 3(i) shall be downloaded/printed and kept in Register-I in Police Station records. By Order and in the Name of the Lt.
