No. 1/2/2025/HP-I/Estt./436 to 444.β€” In exercise of the powers conferred by sub-section (1) of Section 174 of The BHARATIYA NAGARIK SURAKSHA SANHITA 2023 (ACT 46 of 2023) read with Government of India, Ministry of Home Affairs, Notification No. S.O. 2506 (E) dated 28.06.2024, the Lieutenant Governor of NCT of Delhi is pleased to frame the following Rules:- 1. Short title and Commencement: (i) These rules may be called as "Non-Cognizable Offences Report Rules, 2025 ;" (ii) These Rules shall come into force from the date of their publication in the official Gazette. 2. Definitions:-(1)In these rules unless the context otherwise requires:- (i) "Information" means the information received under sub-section (1) of Section 174 of the Sanhita; (ii) "Offence" means β€œnon-cognizable offence' as defined under clause (o) of sub-section (1) of Section 2 of the Sanhita; (iii) "Officer in charge of a police station" means the officer in charge as defined under clause (r) of sub-section (1) of Section 2 of the Sanhita; (iv) "Police Station" means the place as defined under clause (u) of sub-section (1) of Section 2 of the Sanhita; (v) 'Sanhita' means The Bharatiya Nagarika Suraksha Sanhita, 2023; (2) The words and expressions used in these Rules shall have the same meaning as assigned to them in the Sanhita. 3. Recording of Information:- (i) Every information received under section 174 (1) of the Sanhita shall be converted into Non Cognizable Offence Information Report (NCR) on Crime and Criminal Tracking Network and Systems (CCTNS) and entered in Integrated Investigation Form-XVI (I.I.F.-XVI) as at Annexure-A. (ii) A print out of the Non Cognizable Offence Information Report recorded under clause 3(i) shall be downloaded/printed and kept in Register-IA in Police Station records. (iii) The information recorded under clause 3(i) shall be forwarded to the Magistrate fortnightly without fail. (iv) The name of the Court, the complainant advised to approach, must be mentioned in Para 7 of Form No. IIF-XVI. By Order and in the Name of the Lt.
