No. LAC/C/2020/09277228/377-389.—In exercise of the powers conferred by sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 read with Government of India, Ministry of Home Affairs Notification No. S.O. 2740 (E) dated 21 October, 2014, read with S.O.2004(E) dated 21.07.2015, it appears to Lieutenant Governor of National Capital Territory of Delhi, being the appropriate Government that in Total 170 Sq. Mtr. (0.017 hectares) land is required at Khasra No. 186, Jaipuria Mills, Kolhapur Road, Dilli Patti village of Sub Division Civil Lines in District Central for public purpose, namely for the MRTS project Phase-IVstarting from Janak Puri West to R.K. Ashram Corridor at Jaipuria Mills Kolhapur Road for the construction of the overground exit of the Subzi Mandi / Ghanta Ghar Underground Metro Station. The Social Impact Assessment Study was carried out by Social Impact Assessment Unit, the School of Human Ecology, Ambedkar University, Delhi and Social Impact AssessmentFinal report was submitted on 11/10/2022. The summary of the Social Impact Assessmentreport/preliminary investigation is as follows: "After comparing the social costs of the project vis-à-vis the benefits that will accrue to the landowners once the project is completed, the AID State SIA Unit is of the view that: 1. The proposed project fulfills the criteria set by sub-section (4) of the section 4 of RFCTLARR Act 2013, which requires that the project serves the public purpose and the bare minimum amount of land is being acquired for it. 2. The costs that will be incurred by the landowners can be mitigated and is replaceable. 3. There is no livelihood loss and livelihood dependence therefore no rehabilitation provisions needed." No family is likely to be displaced due to the proposed acquisition of land. The Additional District Magistrate, Central Revenue District, Government of National Capital Territory of Delhi is appointed as administrator for purpose of rehabilitation and resettlement of the affected families. However, it is stated that there is no requirement of rehabilitation in this acquisition. As such there is no need to make rehabilitation a part of the award. Therefore, it is notified that for the above said project in the Khasra No. 186, Jaipuria Mills, Kolhapur Road, Dilli Patti village of Sub Division Civil Lines in District Central the piece of land under acquisition measuring 170 Sq. Mtr. The land Plan and other details of the land to be acquired can be inspected by the interested person in the office of the District Collector District (Central) Revenue Department, Government of NCT of Delhi and General Manager / Land DMRC Ltd. Metro Bhawan, Fire Brigade Lane, Barakhamba Road, New Delhi-110001 on any working day during the working hours. The Government is pleased to authorize Additional District Magistrate (Central) and his staff to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act. Under section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land i.e., sale/purchase etc. or create any encumbrances on such land from the date of publication of such notification without prior approval of the collector. Objection to the acquisition, if any, may be filed by the persons interested within 60 (Sixty) days from the date of publication of this notification as provided under section 15 of the Act before the Collector (Central) Old Employment Exchange Building, 14 Darya Ganj New Delhi-110002.
