No. DE. 3(32)/E-III/TGT-RRs/2015/PF/3756.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Notification No.F.27/8/88-Edn./1863 dated 11.12.1991 read with Notification No.F.27/8/88-Edn. dated 27.02.1997 and anything done or omitted to be done before such supersession, the Lieutenant Governor in the National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Trained Graduation Teachers (English, Maths, Natural Science & Social Science) in the Directorate of Education, Government of National Capital Territory of Delhi as following, namely: 1. Short title and commencement – (i) These rules may be called the Directorate of Education, Government of National Capital Territory of Delhi, Trained Graduation Teachers (English, Maths, Natural Science & Social Science) Recruitment Rules 2023. (ii) They shall come into force on the date of their publication in the Official Gazette 2. Number of post, its classification and pay level in the pay matrix :- The number of said post , its classification and pay level in the pay matrix attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc :- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in the Columns 5 to 13 of the said Schedule. 4. Disqualifications:- No person, (a) Who has entered or contracted a marriage with a person having a spouse living: or (b) Who having a spouse living, has entered into or contracted marriage with any person: Shall be eligible for appointment to any of the said posts: Provided that Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax:- Where the Government is of opinion that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Ex-Servicemen, other Backward Classes, EWS and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard. 1. Age limit for direct recruitment Not exceeding 30 years (relaxable for government Servants up to 5 years in accordance with instructions or orders issued by Central Government) Note: The Crucial date for determining the age- limit shall be as advertised by DSSSB. 6(a) Crucial description: NA 7. Educational and other qualification required for direct recruits. Qualification: Essential Qualification. 1. A Bachelors Degree in the concerned subject with at least 50 percent marks from a recognized University/ Institute (the concerned subject should have been studied for at least 2 years): Or Masters Degree in the concerned subject from a recognized University/Institute with at least 50 percent marks in either bachelors degree or masters degree: Or 4-year integrated programme /course /degree of B.El.ED/B.Sc.B.Ed/B.A.B.Ed from any NCTE recognized Institution (the concerned subject should have been studied for at least 3 years). 2.B.Ed or three year integrated B.Ed-M.Ed. From a recognized University/Institute (No Separate B.Ed/B.Ed-M.Ed. is required in the case of 4 years integrated course of B.El.Ed/B.Sc.B.Ed/ B.A.B.Ed). 3. Pass in the Central Teachers Eligibility Test (CTET) Conducted by CBSE. Notes: 1.Candidates applying for TGT (Natural Science/Physical Science) should have studied at least one of the following science Subjects: Physics/Chemistry/Biology/Botany/Zoology/ Anthropology/life Science/Electronics /Bio-Technology/Bio- Chemistry/Bio-Medical Science/ Molecular Cell Biology/Micro Biology/Applied Science and Geology. 8 DELHI GAZETTE : EXTRAORDINARY P ART IV] 2. Candidates applying for TGT (Social Science) should have studied at least one of the following social science subjects: History/Political Science/Geography/ Economics /Sociology / Business Studies/Statistics. 3. Candidates applying for TGT (Mathematics) should have studied Mathematics as a subject. 4. Candidates applying for TGT (English) should have studied English as a subject. 5. Exact requirement of the subject/discipline will be indicated at the time of each recruitment. 6. The qualification are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in Writing, in the case of candidates otherwise well qualified. 8. Whether age and Educational Qualification as Prescribed for Direct Recruitment will apply in the case of promotes. Age: No. Edu. Qual : Yes. Note: The Condition of Securing at least 50 per cent mark in Graduation or post Graduation shall not apply in the case of Assistant Teachers (Primary/Nursery) of MCD/Directorate of Education and Laboratory Assistants of Directorate of Education. 9. Period of Probation, if any. 2 Remarks : 2 years for promotes as well as direct recruits. Note: No probation is required for promotion from Primary/Nursery Teacher to TGT. 10. Method of Recruitment, whether by direct recruitment or by promotion or by Deputation/ absorption and percentage of the vacancies to be filled by various methods. PROMOTION- (a) 623 (2.5 percent of total posts) posts shall be filled by promotion from Assistant Teachers (primary of directorate of Education, GNCT of Delhi in level-6 (Rs.35400 to Rs.112400/-) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis. (b) 125 (0.5 percent of total posts) posts shall be filled by promotion from Assistant Teachers (Nursery) of Directorate of Education, GNCTD of Delhi in level-6 (Rs.35400 to Rs.112400/-) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis. (c) 3554 (14.25 percent to total post) posts shall be filled by promotion from Assistant teachers (Primary) in Schools of Municipal Corporation of Delhi, in level-6 (Rs.35400 to Rs.112400/-) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis. (d) 312 (1.25 percent of total posts) posts shall be filled by promotion from Assistant Teachers (Nursery) in schools of Municipal Corporation of Delhi, in level-6 (Rs.35400 to Rs.112400/-) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis. (e) 374 (1.5 percent of total posts) posts shall be filled by promotion from Laboratory Assistants in schools under the Directorate of Education, GNCT of Delhi in level-4 (Rs.25500 to Rs.81100/-) of pay matrix with fifteen years service in the grade rendered after appointment thereto on a regular basis. Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more then half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.
