Now, Amrit Raj, the Jute Commissioner, exercising powers conferred by Clause 5(1)(i) of the Jute and Jute Textiles Control Order, 2016, and considering factors in Clause 5(2), specifies that from April 1, 2026, jute mills are prohibited from purchasing raw jute from any stockist, trader, dealer, or agency that lacks valid registration with the Office of the Jute Commissioner. Furthermore, effective April 1, 2026, jute mills must mandatorily submit the Jute Commissioner's Registration Number of the supplier/broker in Purchase Orders/Rukka and of the consignor in Mill Receipt returns through the Jute SMART portal (https://smart.jutecomm.gov.in). A list of validly registered stockists/traders will be periodically updated on the Jute Commissioner's website (https://jutecomm.gov.in/). This Order comes into force on April 1, 2026, and remains valid until further notice.

L.-33004/99 The Gazette of India CG-WB-E-25022026-270478 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 966] NEW DELHI, WEDNESDAY, FEBRUARY 25, 2026/PHALGUNA 6, 1947 1387 GI/2026 MINISTRY OF TEXTILES (Office of the Jute Commissioner) ORDER Kolkata, the 24th February, 2026 S.O. 1010(E).โ€” Whereas, vide notification S.O. 2523 (E) dated 18th June 2021, Jute Commissioner in exercise of powers conferred under Clause 6 (1) (i) of the Jute and Jute Textiles Control Order, 2016 directed that all dealers / traders / agencies / stockists etc. trading with 500 kgs or more quantity of raw jute in a jute year (July-June) (kutcha and pucca, baled and unbaled raw jute) to apply to the office of the Jute Commissioner for registration within a period of 30 days from the date of publication of this Order in the proforma in this office website [jutecomm.gov.in] & โ€˜JUTE SMART' portal. The clause 4 of the S.O. 2523 (E) dated 18th June 2021 stated that โ€œThere shall be a fixed date, to be decided in due course, beyond which no trading/stocking of raw jute will be allowed by any trader/dealer/agency or stockists etc & the same will be prohibited & punishable by law for such traders / dealers / agency / stockists who do not register by that date." 2. Whereas, vide orders dated 29.06.2022, 07.07.2023, 05.03.2024 and 29.05.2025; sufficient opportunity has been given for the dealers/traders/agencies/stockists of raw jute to register on the Jute SMART portal. 3. After giving consideration to factors enumerated in Clause 5 (2) and in exercise of the powers conferred on me by Clause 5(1) (i) of the Jute and Jute Textiles Control Order, 2016, I, Amrit Raj, Jute Commissioner, hereby specify that with effect from 01.04.2026, the jute mills shall not purchase raw jute from the stockists / trader / dealer / agency which do not have a valid registration with O/o Jute Commissioner. 4. It shall be mandatory for the Jute Mills to submit the Registration Number with Jute Commissioner of the supplier/broker in the Purchase Order/Rukka and consignor in the Mill Receipt return submitted through the Jute SMART portal i.e. https://smart.jutecomm.gov.in with effect from 01.04.2026. 5. The list of stockists/traders who have a valid registration with O/o Jute Commissioner shall be updated periodically on the website of Jute Commissioner i.e. https://jutecomm.gov.in/ 6.
