No. Jute(T)-6/1/178/GN(1)/2019-I(E)], following a hearing held on 6 June 2023, recording that under inspection pursuant to the Jute & Jute Textiles Control Order, 2016, approximately 1075 accepted and passed B-Twill jute bales meant for supply to the Odisha State Civil Supplies Corporation Ltd. under PCSO No. OROSKO41122NBJ23313 dated 4 November 2022 were found stocked at the go-down of Northbrook Jute Company Limited (Unit -- Northbrook Jute Mills); on inspection by the nominated agency SGS on 26 November 2022, four disputed bales (Serial Nos. 1089, 1096, 1098 and 1133) were opened, revealing illegible branding, defective/joined bags and a tampered seal on bale 1089; the allegation was admitted by the mill company (letter dated 13 December 2022) and confirmed at the hearing; the Jute Commissioner, Moloy Chandan Chakrabortty, ordered that the mill's PCSO allotment be reduced to 50% of its total capacity for six months commencing 1 August 2023, with liberty to appeal to the appellate authority within the prescribed limitation period under the Control Order, 2016.

Precise allegation : - On inspection by department in terms of the extant provisions of the Jute & Jute Textiles Control Order, 2016; (approx.) 1075 accepted and passed B -Twill bales meant for supply to Odisha State Civil Supplies Corporation Ltd. were found to be stocked in the go-down premises of the alleged jute mill. Out of these 1075 bales, few bales were physically visible and accessible to the visiting personnel in the said go -down premises; out of which the inspection team located four disputed bales from these accessible bales which were inspected by the nominated inspection agency on 26.11.2O22 for supply to the State Procurement Agency Odisha State Civil Supplies Corporation Ltd. under PCSO No. OROSKO41122NBJ23313 dated 04.11.2022. Accordingly, these disputed bales bearing Serial No(s). 1089, 1096, 1098 & 1133 were opened in presence of representative from the nominated inspection agency appointed by the Jute Commissioner (i.e. SGS), and representatives of the said jute mill company. The following observations were made after opening these disputed bales - Sl. Seal was found tampered 2 1096 1416193 01218307 - 3 1098 14161196 012108308 - 4 1133 14161160 012108305 - Final Order: On the given date, exhaustive hearing has been held and no further repetition is required, the allegation in precise as set out above has been admitted by th e alleged jute mill company, the said admission is reflected through letter dated 13th December, 2022 issued by alleged Mill Company as well as through submissions of the alleged mill company representative on the given date of hearing. Hearing all sides at length; it is ordered PCSO allotment to the alleged mill will be reduced to 50% of their total capacity for the coming 6 months commencing from 1st August, 2023. This order is in terms with Jute & Jute Textiles Control Order 2016. Liberty is given to th e alleged mill company for preferring appeal to the appellate authority, in terms with the Control Order, 2016, within prescribed limitation period.
