The Ministry of Textiles (Office of the Jute Commissioner) issued Order S.O. 4577(E) on 24th September, 2025, under the authority of Clauses 6(1)(iii) and 5, and after considering Clauses 5 and 6(2), of the Jute and Jute Textiles Control Order, 2016. Jute Commissioner Moloy Chandan Chakrabortty directed the imposition of maximum raw jute stock limits: 2000 Quintals for stockists who are raw jute balers with a baling press in the same premises, 300 Quintals for all other categories of raw jute stockists, and 45 days' consumption as per current production rate for Jute Mills/Manufacturing units. Entities holding excess stock must sell it within 15 days of the Order date and physically deliver it by 20th October 2025, submitting a compliance report with evidence to jcoffice@jutecomm.gov.in. New purchases are prohibited if stock exceeds limits. All entities must declare/update stocks weekly every Friday on the Jute SMART portal (http://jutecomm.gov.in/Jute_Smart.html). Raw jute in a single premise is considered a single stock unless specific separate documentation (trade license, PAN, JC office registration, rent agreement/receipt) for a commercial godown is provided. Stock under sale contract remains with the seller until physical delivery. Non-compliance incurs penalties under Clause 11 of the Jute and Jute Textiles Control Order, 2016, read with Section 7 of the Essential Commodities Act, 1955, including imprisonment and fine. The Order is effective immediately, valid until further orders, and does not apply to Jute Corporation of India Ltd., though stock sold by JCI to jute mills is subject to limits. Furthermore, pursuant to sub-clauses (b) and (c) of clause 9(1) of the Jute and Jute Textiles Control Order, 2016, authorized representatives and state Police officials are empowered to enter, search, inspect records, verify stock declarations, seize contravening stock, and take legal action.

I further direct you to sell the quantity of raw jute if it is in excess of the quantity mentioned in column (c) corresponding to the category of raw jute traders mentioned at column (b)being held by you within 15(fifteen) days from the date of this Order and physically deliver the same to the consignee within 20th October 2025 and to send a compliance report indicating sale / delivery of the excess quantity of raw jute along with supporting documentary evidence for verification by email (jcoffice@jutecomm.gov.in) immediately. If you are holding stock excess to the above limit, purchase of fresh stock shall be stopped forthwith till stock comes below the above mentioned limit. 3. I further direct you to declare/update the stocks held by you through weekly report every Friday on the Jute SMART portal accessible through http://jutecomm.gov.in/Jute_Smart.html. 4. Raw jute stocked in a single premise irrespective of in different names of such traders/stockists etc will be considered as total single stock for the purpose of interpretation of this Order except when such jute is stocked in a Commercial godown and such traders/stockists are able to produce separate trade licence, separate PAN, separate registration with JC office and also separate rent agreement/receipt for godown rent all together and collectively. 5. If you have contracted the sale of raw jute stock, the stock held by seller shall be considered to be held by the seller until the same is physically delivered to the buyer. 6. If you fail to comply with the provisions of this Order, you shall be punishable under clause 11 of the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955 which provides for imprisonment and fine. 7. This Order shall come into force with immediate effect and remain valid till further orders subject to reservation of right to modify the same at any point of time. 8. I further state that this Order shall not be applicable to Jute Corporation of India Ltd. However, the stock held by the jute mills sold by Jute Corporation of India Ltd. shall be covered by the stock limits. 9. Further, in pursuance of sub-clause (b) and (c) of clause 9(1) of the aforesaid Order, I direct to afford necessary facilities to my authorized representatives state Police officials to enter and search their premises including the godowns and also to inspect their books and other records under their possession with a view to verifying whether or not stocks held by them have been correctly declared or not in response to this Order & also to seize raw jute which he/she has reason to believe to have been stored in contravention to this order & to take any other legal action within provisions of the Jute and Jute Textiles Control Order, 2016 & Essential Commodities Act, 1955.
