NOTIFICATION
Prayagraj, the 7th August, 2024
S.O. 3512(E).—Whereas, by the notification of the Government of India, in the Ministry of Railways (North Central Railway, Construction department), Notification number, S.O. 1004 (E) dated the 2nd March, 2024 published in Gazette of India, Extraordinary, Part II, section 3 Sub-section (ii), dated the 29th February, 2024 (hereinafter referred to as the said notification) and issued under sub-section (1) of section 20A of the Railways (Amendment) Act, 2008 (11 of 2008) (hereinafter referred to as the said Act), the Central Government declares its intention to acquire the land specified in the schedule annexed to the said notification for the purpose of execution, maintenance, management and operation of Special Railway Project, namely special railway project of Prayagraj-Pt. Deendayal 3rd line doubling Railway project (150 km) in District Mirzapur in the state of Uttar Pradesh.
And whereas, the substance of the said notification was published in daily newspapers namely "Amar Ujala" and "The Times of India” Dated 9th March, 2024 under sub section (4) of section 20A of the said Act;
And whereas, all the objections received in this project have been disposed of by the competent authority;
And whereas, in pursuance of sub-section 20E of the said Act, the Competent Authority has submitted its report to the Central Government;
Now therefore, upon receipt of the report of the Competent Authority, and in exercise of the powers conferred by sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the lands specified in the schedule annexed hereto shall be acquired for the aforesaid purpose;
And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby declares that on publication of this notification in the official Gazette, the land specified in the schedule annexed hereto shall vest absolutely in the Central government free from all encumbrances.
And, that all persons interested in the above mentioned land in pursuance of sub-section (04) of section 20 (F) of the said Act by the Central Government are hereby informed that they may, personally or through an agent or legal practitioner, be notified by the competent authority Special Land Acquisition Officer (Irrigation) / Mirzapur, can submit his claim in the next 20 days from the date of publication of this notification in the office of the Competent Authority.
SCHEDULE
Brief description of the land to be acquired, with or without structures, falling within the Special Railway Project of Prayagraj-Pt. Deendayal 3rd line doubling Railway project (150 km) 26 villages in Sadar Tehsil of District Mirzapur in the state of Uttar Pradesh under Special Land Acquisition Officer (Irrigation) / Mirzapur, District Mirzapur in the State of Uttar Pradesh.

| The following notification issued by the Government of India, Ministry of Personnel, Public Grievances and |

| NOTIFICATION |
| G.S.R. 408(E).—In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the |
| Constitution, the President hereby makes the following rules further to amend the Central Civil Services (Pension) Rules, |
| 1972, namely:— |
| 1. (1) These rules may be called the Central Civil Services (Pension) Amendment Rules, 2001. |
| (2) They shall come into force on the date of their publication in the Official Gazette. |
| 2. In the Central Civil Services (Pension) Rules, 1972 (hereinafter referred to as the said rules), for rule 49, the |
| following rule shall be substituted, namely:— |
| "49. Amount of Pension.—(1) In the case of a Government servant retiring in accordance with the provisions of these |
| rules after completing a qualifying service of not less than ten years, the amount of pension shall be calculated at fifty |
| percent. of the emoluments or average emoluments, whichever is more beneficial to him, subject to a maximum of rupees |
| three thousand seven hundred and fifty per mensem. |
| (2) In calculating the amount of pension, fraction of a rupee equal to fifty paise or more shall be rounded off to the next |
| higher rupee and fraction of a rupee less than fifty paise shall be ignored. |
| (3) In the case of a Government servant retiring in accordance with the provisions of these rules after completing a |
| qualifying service of less than ten years, the amount of pension shall be calculated in accordance with the provisions of |
| rule 50. |
| (4) In the case of a Government servant retiring in accordance with the provisions of these rules after completing a |
| qualifying service of not less than ten years, the amount of pension shall be calculated at fifty percent. of the emoluments |
| or average emoluments, whichever is more beneficial to him, subject to a maximum of rupees three thousand seven |
| hundred and fifty per mensem." |

| G.S.R. 123(E).—Whereas the draft of certain rules further to amend the Central Motor Vehicles Rules, 1989 were |
| published, as required by sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of |
| the Government of India in the Ministry of Road Transport and Highways, number G.S.R. 562(E), dated the 20th July, |
| 2024 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from |
| all persons likely to be affected thereby before the expiry of a period of forty-five days from the date on which the |
| copies of the Gazette of India, in which the said notification was published, were made available to the public; |
| And whereas, the copies of the said Gazette were made available to the public on the 20th July, 2024; |
| And whereas, the objections and suggestions received from the public in respect of the said draft rules have been |
| carefully considered by the Central Government; |
| Now, therefore, in exercise of the powers conferred by sections 27, 28, 38, 41, 65, 110, 111A, 118, 119, 120, 122, |
| 125, 129, 130, 131, 132, 133, 134, 135, 136, 137, 138, 140, 155, 163, 165, 166, 167, 168, 169, 170, 171, 172, 173, |
| 174, 176, 177, 179, 180, 181, 182, 183, 184, 185, 186, 187, 188, 189, 190, 191, 192, 193, 194, 195, 196, 197, 198, |
| 199, 200, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, 211 and 213 of the Motor Vehicles Act, 1988 (59 of 1988) |
| and in supersession of the Central Motor Vehicles Rules, 1989, except as respects things done or omitted to be done |
| before such supersession, the Central Government hereby makes the following rules, namely:— |
| 1. Short title and commencement.—(1) These rules may be called the Central Motor Vehicles (Amendment) Rules, |
| 2025. |
| (2) They shall come into force on the 1st April, 2025. |
| 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the principal rules), in rule 2, in sub-rule (1), |
| in clause (h), for the words and figures "Motor Vehicles Act, 1988 (59 of 1988)", the words and figures "Motor |
| Vehicles (Amendment) Act, 2019 (32 of 2019)" shall be substituted. |
| 3. In the principal rules, for rule 3, the following rule shall be substituted, namely:— |
| "3. Application of rules.—(1) These rules shall apply to all motor vehicles manufactured, sold, registered, and |
| operated in India. |
| (2) Notwithstanding anything contained in sub-rule (1), these rules shall not apply to motor vehicles imported |
| into India for the purpose of research and development, testing, or display at international exhibitions, subject to such |
| conditions as may be specified by the Central Government." |
| 4. In the principal rules, after rule 4, the following rule shall be inserted, namely:— |
| "4A. Digital display of documents.—(1) Notwithstanding anything contained in these rules, a motor vehicle |
| owner or driver may present electronic copies of documents, including registration certificates, driving licenses, and |
| insurance certificates, through digi-locker or mParivahan mobile application of the Ministry of Road Transport |
| and Highways. |
| (2) The electronic copies of documents presented under sub-rule (1) shall be deemed to be legally recognised |
| and valid documents for all purposes under the Act and these rules." |
| 5. In the principal rules, in rule 115, for sub-rule (7), the following sub-rule shall be substituted, namely:— |
| "(7) The Central Government may, by notification in the Official Gazette, exempt any class of motor vehicles |
| from the provisions of this rule, subject to such conditions as may be specified in that notification." |
| 6. In the principal rules, after rule 115, the following rule shall be inserted, namely:— |
| "115A. Emission norms for electric vehicles.—(1) Notwithstanding anything contained in rule 115, electric |
| vehicles shall comply with zero-emission norms. |
| (2) The manufacturer of electric vehicles shall provide a certificate of compliance with the zero-emission norms |
| for each vehicle at the time of sale." |
| 7. In the principal rules, in rule 116, for the words "Bharat Stage VI", the words "Bharat Stage VII" shall be |
| substituted. |
| 8. In the principal rules, in rule 124, for sub-rule (1), the following sub-rule shall be substituted, namely:— |
| "(1) Every motor vehicle shall be equipped with a tamper-proof High-Security Registration Plate (HSRP) as per |
| the specifications laid down by the Central Government." |
| 9. In the principal rules, after rule 124, the following rule shall be inserted, namely:— |
| "124A. Mandatory fitment of advanced driver assistance systems.—(1) All new motor vehicles manufactured |
| on or after 1st January, 2026, shall be fitted with advanced driver assistance systems, including but not limited to, |
| automatic emergency braking, lane keeping assist, and adaptive cruise control. |
| (2) The specifications and standards for the advanced driver assistance systems shall be as specified by the |
| Central Government by notification in the Official Gazette." |
| 10. In the principal rules, in rule 138, after sub-rule (4), the following sub-rule shall be inserted, namely:— |
| "(5) Every driver shall ensure that all passengers, including those in the rear seats, wear seat belts while the |
| vehicle is in motion." |
