The amendment to the Telangana Grameena Bank (Officers and Employees) Service Regulations, 2010 (published in the Gazette of India, Part III, Section 4, dated 16.10.2010 vide notification number 261, last amended vide notification number 510 dated 18.12.2018): substitutes regulation 61(4) to cap Privilege Leave accumulation at 270 days (unless leave applied for was refused) and restrict encashment to a maximum of 240 days; amends regulation 67 by inserting the phrase "under the provisions of regulation 11" after "retires from the service of the Bank"; substitutes the third proviso to entitle employees terminated by retrenchment to payment equivalent to emoluments for accumulated privilege leave subject to regulation 61(4); and inserts further provisos entitling officers/employees who voluntarily retire on or after 1st April 2018 (under Telangana Grameena Bank (Employees') Pension Regulations, 2018, regulation 27(1) and (2)), who are compulsorily retired (including as punishment), or who resign or discontinue service under regulation 10(1), to specified payments for accumulated privilege leave subject to regulation 61(4), with resignation cases capped at half of accumulated leave to a maximum of 120 days. L.-33004/99 The Gazette of India CG-TL-E-22102024-258128 EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 849] NEW DELHI, MONDAY, OCTOBER 21, 2024/ASVINA 29, 1946 TELANGANA GRAMEENA BANK NOTIFICATION Hyderabad, 9th September, 2024 No. TGB Service Regulations Amendment 2024.—In exercise of the powers conferred by section 30 read with sub-section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Telangana Grameena Bank after consultation with State Bank of India, being the Sponsor Bank and the National Bank for agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Telangana Grameena Bank (Officers & Employees) Service Regulations, 2010, namely:— 1. (1) These Regulations may be called Telangana Grameena Bank (officers & Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the official Gazette. 2. In the Telangana Grameena Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely: "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days.” 3. In the said regulations, in regulation 67, (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely: "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub- regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely, "Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub regulations (1) and (2) of regulation 27 of the Telangana Grameena Bank (Employees') Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues form service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days".
