                Detailed Summary
            

            
The Ministry of Railways (South Central Railway), vide Notification S.O. 3892(E) dated 13th July, 2026, declares the acquisition of specific lands for the Special Railway Project involving the construction of doubling between Motumari and Vishnupuram with electrification. This declaration follows an earlier intention to acquire land, published by the Central Government under sub-section (1) of Section 20(A) of the Railway Act, 1989 (24 of 1989), through Notification no. S.O.No.5082(E) dated 10th November, 2025, in the Gazette of India (dated 11th November, 2025). An extract of the said notification was also published in daily newspapers, including the 'Deccan Chronicle' (English) on 18th November, 2025. The Competent Authority, Revenue Divisional Officer & CALA, Nandigama Division, confirmed no objections were received from Jaggayyapeta Mandal in Nandigama Division of NTR District, Andhra Pradesh, and subsequently submitted its report to the Central Government under sub-section (1) of Section 20(E) of the Act. In exercise of powers conferred by sub-section (1) and (2) of Section 20(E) of the Railway Act, 1989, the Central Government now declares that the lands mentioned in the annexed Schedule, totaling 13.115 Acres (5.3157 Hectares) of G.Dry Agriculture land, primarily owned by entities like Ramco Cements Limited and various individuals, are acquired and shall vest absolutely in the Central Government, free from all encumbrances, for passenger and freight facility within the limits of NTR District Jurisdiction. NOTIFICATION
Secunderabad, the 13th July, 2026

S.O. 3892(E).— Whereas, by the notification by Government of India, in the Ministry of Railways (Railway
Board), Notification no. S.O.No.5082(E). Dated 10.11.2025 Published in the Gazette of India, Extraordinary Part-II,
Section 3, Sub-section (II), dated. 11.11.2025 (herein after referred to as said notification) and issued under sub section
(1) of section 20(A) of the Railway Act, 1989 (24 of 1989), the Central Government declaration its intention to acquire
the land specified in the schedule annexed hereto the said notification is required for the purpose of execution of the
Special Railway Project, Construction of Doubling between Motumari - Vishnupuram with electrification in (1) village
in Jaggayyapet (M) (Nandigama Revenue Division) in NTR District in the state of Andra Pradesh.

And whereas an extract of this said notification was published in the daily newspapers “Sakshi" Vijayawada
Edition Daily (Telugu) News Paper and "Deccan Chronicle” Vijayawada Edition (English) on 18th November, 2025
with the approval of Mothilal Bhookya, Chief Engineer, Construction-II, South Central Railway, Secunderabad, under
sub-section (4); Section 20A of this Act.

And whereas, Competent Authority, Revenue Divisional Officer & CALA, Nandigama Division no objections
have received from Jaggayyapeta Mandal in Nandigama Division of NTR District of Andra Pradesh State.

And whereas, in pursuance of sub-section (1) of 20 (E) of this Act, the Competent Authority has submitted its
report to the Central Government.

Now therefore, on receipt of the report of the Competent Authority and in exercise of the powers conferred by
sub-section (1) of Section 20(E) of the said Act, the Central Government hereby declares that the lands mentioned in
the Schedule have been annexed. To be obtained here for the purpose mentioned above;

Further, in pursuance of sub-section (2) of section 20E of this Act, the Central Government, hereby declares
on publication of notification in the Official Gazette, that the land specified in the schedule annexed here to shall vest
absolutely in the Central government, free from all encumbrances.
