Eligibility criteria include candidates studying or possessing relevant degrees/diplomas, those employed in belowground mines appearing for Mining Mate's/Blaster's certificates or appointed as competent person for safety lamp maintenance, and authorized trainees like Post Diploma Practical Training (PDPT) or Post Graduation Practical Training (PGPT). Issuing authorities include Controllers of Examinations and Heads of Departments (Mining) for their students, and Owners/Agents, Managers of mines, and In-charge/Vocational Training Officers of GVTC/VTC for mine employees and authorized trainees. Institutions and centers must submit a proforma (Annexure-I) to the Chief Inspector of Mines (CIM) under the Mines Act, 1952, for record-keeping, and information may be verified. The grant process requires candidates to complete theoretical and practical classes of not less than 7 days as prescribed in the Eight Schedule of the Mine Vocational Training Rules, 1966, followed by a practical experience certificate (Annexure-II) and subsequently the Gas Testing Certificate of Competency (Annexure-III) after a proper test. Issuing authorities are responsible for ensuring eligibility, maintaining accurate records, submitting candidate details to the Directorate, and developing an online portal within one year from the notification date for online verification. Any amendments to the Mines Act, 1952, or its subordinate rules and regulations will apply, and the English version of these Bye-laws will prevail in case of any discrepancy with the Hindi version. In pursuance of the provisions of Regulation 13 (1) and 13 (4) of the Metalliferous Mines Regulations, 1961, the Bye-laws for grant of Gas Testing Certificates of Competency, are stipulated by the Board of Mining Examinations as follows:- 1.0 Applicability: The Gas Testing Certificate of Competency shall be issued by Government Technical Institution imparting Degree or Diploma in Mining Engineering or other equivalent qualification approved in that behalf by the Central Government and by the Group Vocational Training Centers (GVTC)/Vocational Training Centers (VTC) serving to the needs of belowground mines maintained under the Vocational Training Rules, 1966 or its amended/new version. 2.0 Eligibility Criteria: 2.1 Candidate studying or possessing Degree or Diploma in Mining Engineering or other equivalent qualification approved in that behalf by the Central Government. 2.2 Candidate not possessing Degree/Diploma in Mining Engineering or other equivalent qualification approved in that behalf by the Central Government but employed/had been employed in below ground mine and appearing for Mining Mate's/Blaster's certificate of Competency or to be appointed as a competent person for maintenance and examination of safety lamps. 2.3 Authorized candidate getting training in mines or GVTC/VTC like Post Diploma Practical Training (PDPT), Post Graduation Practical Training (PGPT) etc. 3.0 Issuing Authority: 3.1 Controller of Examinations and Heads of Departments (Mining) of Government Technical Institutions awarding Degree or Diploma in Mining Engineering or other equivalent qualification approved in this behalf by the Central Government, to the students of that institution. 3.2 Owner/Agent, Manager of the mine & In-charge/Vocational Training Officer of the Group Vocational Training Centre/Vocational Training Centre maintained under Vocational Training Rules, 1966 or its amended /new version & serving underground mine to its employees not possessing Degree/Diploma in Mining Engineering or other equivalent qualification approved in that behalf by the Central Government and appearing for Mining Mate's/Blaster's certificate of Competency or to be appointed as a competent person for maintenance and examination of safety lamps 3.3 Owner/Agent, Manager of the mine & In-charge/Vocational Training Officer of the Group Vocational Training Centre/Vocational Training Centre maintained under Vocational Training Rules, 1966 or its amended /new version & serving underground mine to the authorized candidates getting training in their mines or GVTC/VTC like Post Diploma Practical Training (PDPT), Post Graduation Practical Training (PGPT) etc. 4.0 Identity of the candidate: The candidate shall be verified with his original Identity-Card to ensure that he is enrolled with the institute or is enrolled with the GVTC/VTC or the mine served by the GVTC/VTC as the case may be. Employee of the mine appearing for Mining Mate's/Blaster's certificate of Competency or to be appointed as a competent person for maintenance and examination of safety lamps shall give a declaration to this effect to the management. 5.0 Facilities and infrastructure: 5.1 Government Technical Institutions and the Group Vocational Training Centres/Vocational Training Centres shall submit duly filled in proforma as per "Annexure-I" to the Chief Inspector of Mines (CIM) before issuing Gas Testing Certificate of Competency under the Mines Act, 1952 or its amended/new version for record. 5.2 If required, information submitted by the Technical Institution/GVTC/VTC may be verified by an Inspector or by a person authorized on his behalf of this Directorate appointed by the CIM for the purpose. 5.3 All the documents with Un-satisfactory verification report of the Technical Institution/GVTC/VTC shall be reviewed and addressed to Institute/owner of GVTC and VTC for rectification, if required. 6.0 Grant of Gas Testing Certificate of Competency: 6.1 The Technical Institution/GVTC/VTC shall conduct theoretical and practical classes of not less than 07(Seven) days as prescribed in the Eight Schedule of the Mine Vocational Training Rules, 1966 or its amended/new version and issue practical experience certificate in Gas Testing to the successful candidates. 6.2 Subsequently after issuance of practical experience certificate in Gas Testing by the Technical Institution as mentioned above, the Controller of Examination & Head of the Department (Mining) of the Institutions shall issue Gas Testing Certificate of Competency under the Mines Act, 1952 or it's amended /new version as per Annexure-III to the successful candidates of their Institute after completion of their respective Degree or Diploma in Mining Engineering from the Institute. 6.3 Subsequently after issuance of practical experience certificate in Gas Testing by the GVTC/VTC to the employees of the mine as mentioned at point no 2.2, the Owner/Agent, Manager of the mine & In- charge/Vocational Training Officer of the GVTC/VTC shall issue Gas Testing Certificate of Competency under the Mines Act, 1952 or it's amended /new version as per Annexure-III to the successful candidates after proper test to ensure their competency to test the presence of mine gases. 6.4 Subsequently after issuance of practical experience certificate in Gas Testing by the GVTC/VTC, the Owner/Agent, Manager of the mine & In-charge/Vocational Training Officer of the GVTC/VTC shall issue Gas Testing Certificate of Competency under the Mines Act, 1952 or it's amended/new version as per Annexure-III to the authorized candidates getting training in their mines or GVTC/VTC like Post Diploma Practical Training (PDPT), Post Graduation Practical Training (PGPT) etc. 7.0 Duties and responsibilities of issuing Authority: 7.1 The issuing authority shall ensure that the Gas Testing Certificate of Competency is issued only to the eligible candidates after proper training and/or test. 7.2 The issuing authority shall maintain accurate and detailed records of candidates who have been issued Gas Testing Certificate of Competency in a bound paged register or in an electronic non editable form with the details like candidate's name, certificate number, issue date etc. 7.3 The issuing authority shall submit to this Directorate the details of candidates to whom Gas Testing Certificate of Competency have been issued along with a true and certified coloured copies of the issued certificates. 7.4 The issuing authority shall develop an online portal within a year from the date of publication of this notification with intimation to this Directorate for online retrieval & verification of the issued Gas Testing Certificate of Competency at any time. 8.0 However, any amendments made in the Mines Act, 1952 and/or its sub ordinate rules, regulations and Bye- laws shall be applicable while grant of Gas Testing Certificates of Competency. If there is any variation or doubt between English and Hindi versions of Bye-laws, then English version of Byelaws will prevail over the Hindi version. [F.
