Applicability: This standard is applicable to all Vocational Training Centres established under Rule 163 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026 for catering the training needs of Coal, Metalliferous and Oil Mines. Compliance Requirement: a. In case of Vocational Training Centre catering for needs of Coal Mines: The training officer shall have at least 10 years of experience in mines and possessing First Class Certificate of competency for coal mines. Provided that, if the Vocational Training Centre caters the needs of any one or more below ground coal mines, the training officer shall have at least 10 years of experience in below ground workings of the coal mines and possessing First Class Certificate of Competency [Un-Restricted] for coal mines. b. In case of Vocational Training Centre catering for needs of Metalliferous Mines: The training officer shall have at least 5 years of experience in mines and possessing manager's or foreman Certificate of competency for metalliferous mines or Degree or Diploma in Mining Engineering. Provided that, if the vocational training centre caters the needs of two or more mechanised opencast metalliferous mines, the training officer shall have at least 7 years of experience in the Metalliferous Mines and possessing First Class Manager's Certificate of Competency for metalliferous mines. Provided further that, if the Vocational Training Centre caters the needs of any one or more below ground metalliferous mines, the training officer shall have at least 5 years of experience in below ground workings of the Metalliferous Mines and possessing Manager's Certificate of Competency [Un-Restricted] for metalliferous mines. c. In case of Vocational Training Centre catering for needs of Oil Mines: Training Officer shall possess a Degree in Engineering with at least ten years of work experience in oilfields. Provided that in case the training centre caters the need of more than one mine or the trainable employees more than 1000 persons, the training officer shall possess atleast a Degree in Engineering with at least fifteen years of work experience in oilfields.
