For Oil Mines, instructors must be at least 25 years old, possess a degree or diploma in engineering, and have 5 years of post-qualification experience in oil fields. Mechanical and Electrical instructors for Coal and Metalliferous Mines require a degree/diploma in Mechanical/Electrical Engineering or an Electrical Supervisor's Certificate for mining, with 5 years experience. Applicability: This standard is applicable to all Vocational Training Centres established under Rule 163 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026 for catering the training needs of Coal, Metalliferous and Oil Mines. Compliance Requirements: I. Qualification, Training and Experience of Instructors [Mining]: a. In case of Vocational Training Centre catering needs of Coal Mines: The instructors shall have at least 05 years of experience in coal mine workings and possessing Mining Supervisor's or Manager's Certificate of competency for coal mines/ Mining Supervisor's or Manager's Certificate of competency restricted opencast workings only for coal mines and have undergone a course of full-time instructions and training as specified in para III. Provided that, if the Vocational Training Centre caters the needs of any one or more below ground coal mines, the instructor shall have at least 05 years of experience in below ground workings of the coal mines and possessing Mining Supervisor's or Manager's Certificate of Competency for coal mines [Un-Restricted] and have undergone a course of full-time instructions and training as specified in para III. b. In case of Vocational Training Centre catering for needs of Metalliferous Mines [Mining]: The instructor shall have at least 05 years of experience in metalliferous mine workings and possessing Mining Supervisor's or Manager's Certificate of competency for Metalliferous Mines/ Mining Supervisor's or Manager's Certificate of competency restricted to opencast workings only for Metalliferous Mines, and have undergone a course of full-time instructions and training as specified in para III. Provided that, if the Vocational Training Centre caters the needs of any one or more below ground metalliferous mines, the instructor shall have at least 05 years of experience in below ground workings of the Metalliferous Mines and possessing Mining Supervisor's or Manager's Certificate of competency for Metalliferous Mines [Un- Restricted] and have undergone a course of full-time instructions and training as specified in para III. c. In case of Vocational Training Centre catering for needs of Oil Mines: Instructor shall not be less than 25 years of age and possess at least a degree or diploma in engineering in related discipline with at least 05 years of post-qualification work experience in oil fields and has undergone a course of full-time instructions and training as specified in para III. II. Qualification, Training and Experience of Instructors [Mechanical & Electrical] for Vocational Training Centres catering needs of Coal and Metalliferous Mines: a. For training into Mechanical trades, an instructor holding degree or diploma in Mechanical Engineering with at least 05 years' experience in mines and have undergone a course of full-time instructions and training. b. For training into electrical trades an instructor holding degree or diploma in Electrical Engineering or Electrical Supervisor's Certificate for mining with at least 05 years' experience in mines and have undergone a course of full- time instructions and training. III. No person shall function as an instructor mentioned at para No. I (a, b & c) & para No. II (a & b) unless he has undergone training for not less than five days with 20 lectures, including 3 days on different types of training skills, communication skills, effective planning and delivery techniques related to training, different types of training tools and techniques, computer proficiency, preparation and use of training materials, adult learning/training, techniques of assessing training requirement before training and learning by trainees after training, effective record keeping, and 2 days on technical proficiencies & regulatory awareness of concerned domain, basic concept of identifying hazards, risk assessment and risk mitigation plan, different types of PPEs and any other relevant aspects of training suited to the requirement of target group of trainees, followed by a training assessment. Provided that the instructors shall also be imparted refresher training to update their training knowledge and skill once at least in every three years of not less than two days with eight lectures. IV. Qualification, Training and Experience of Trainers: a. In case of Vocational Training Centre catering needs of Coal and Metalliferous Mine: (1) No person shall function as a trainer unless he is of 30 years age and having 05 years' experience in mines and have undergone a course of full-time instructions and training of not less than twelve lectures on site/job/trade specific operations and having clear knowledge about SOPs/COPs/Safety features and also acquaintance in Do's and Don'ts and general safety in mines. (2) Trainers shall be selected only amongst the persons who have an aptitude to give guidance and practical training to other persons, and, who in the opinion of the owner, agent or manager of the mine, are safety minded and skilled. b. In case of Vocational Training Centre catering for needs of Oil Mines: (1) No person shall function as a trainer unless he possess at least Diploma in engineering with at least five years of work experience in oilfields and have undergone a course of full-time instructions and training of not less than twelve lectures on site/job/trade specific operations and having clear knowledge about SOPs/COPs/Safety features and also acquaintance in Do's and Don'ts and general safety in mines.
