Core Purpose

This notification specifies the procedure for testing of breathing apparatus, flow meter, and purity of oxygen for use in breathing apparatus under sub-rule (5) of rule 131 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026.

Detailed Summary

The Ministry of Labour and Employment, through its Directorate General of Mines Safety, issued Notification G.S.R. 573(E) on July 1, 2026, from Dhanbad. In exercise of powers conferred by sub-rule (5) of rule 131 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026, Ujjwal Tah, Chief Inspector-cum-Facilitator of Mines and Director General of Mines Safety, specified the procedure for testing breathing and resuscitating apparatus, flow meters in rescue stations and rescue rooms, and the purity of oxygen for use in breathing apparatus. These standards are applicable for apparatus provided in rescue stations and rescue rooms. Every breathing and resuscitating apparatus must be thoroughly tested at least monthly or at shorter intervals as recommended by manufacturers. The testing procedure involves examining general condition and delicate parts, testing for leakage (rendering apparatus unsafe if beyond permissible limits), measuring oxygen cylinder pressure, and verifying automatic relief valve and automatic demand valve discharge pressures and oxygen delivery rates within limits specified by IS 10245 (Part-1) or its latest version of the Bureau of Indian Standards. All measurements and adjustments, along with other manufacturer-recommended tests, must be recorded in a bound paged book or non-editable electronic form. Oxygen supplied for breathing apparatus must contain no more than one percent impurities. Apparatus Testers' accuracy must be tested at manufacturer-recommended durations. All required particulars must be recorded forthwith in a bound paged book or non-editable electronic form at rescue rooms or stations, signed/e-signed and dated by the tester, and countersigned/e-signed by the Superintendent.
