The Ministry of Labour and Employment, under powers conferred by section 31 of the Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970), and after consultation with the Central Advisory Contract Labour Board, issued S.O. 3534(E) on 30th July, 2025. This notification exempts the Post-Graduate Institute of Medical Education and Research, Chandigarh, from the applicability of Notification S.O. 3161(E), dated 12th December, 2014, published in the Gazette of India, in respect of contract labour for sanitation services (cleaning, sweeping, dusting), security services (watch and ward), and catering services to admitted patients. This exemption is for a further period of two years, effective from 13th January, 2024 to 12th January, 2026. The exemption is subject to two conditions: (a) the hospital management must ensure contract workers receive wages and facilities equal to the lowest paid regular worker performing similar work, as per sub-clause (a) of clause (v) of sub-rule (2) of rule 25 of the Contract Labour (Regulation and Abolition) Rules, 1971; and (b) the Board retains the right to inspect the establishment to verify compliance. An Explanatory Memorandum certifies that no person shall be adversely affected by the retrospective effect of this notification.

L.-33004/99 The Gazette of India CG-DL-E-30072025-265120 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 3450] NEW DELHI, WEDNESDAY, JULY 30, 2025/SHRAVANA 8, 1947 THE GAZETTE OF INDIA : EXTRAORDINARY MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 30th July, 2025 S.O. 3534(E).— In exercise of the powers conferred by section 31 of the Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970), the Central Government, after consultation with the Central Advisory Contract Labour Board, hereby exempts the Post-Graduate Institute of Medical Education and Research, Chandigarh from the applicability of the notification of the Government of India in the Ministry of Labour and Employment number S.O. 3161(E), dated the 12th December, 2014, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated the 12th December, 2014, in respect of employment of contract labour involved in the works of,- (i) sanitation services (cleaning, sweeping and dusting); (ii) security services (watch and ward of the institute); and (iii) catering services to admitted patients, in the Post-Graduate Institute of Medical Education and Research, Chandigarh, for a further period of two years with effect from 13th January, 2024 to 12th January, 2026 subject to the following conditions, namely: - (a) the hospital management shall ensure that the contract workers are paid wages and provided other facilities equal to the lowest paid regular worker performing similar work in the establishment in terms of sub-clause (a) of clause (v) of sub-rule (2) of rule 25 of the Contract Labour (Regulation and Abolition) Rules, 1971; and (b) the Board shall have the right to inspect the establishment to ensure and check whether such wages and benefits are provided to such workers and whether the above said conditions are implemented by the establishment.
