The Ministry of Commerce and Industry (Department of Commerce), through the Directorate General of Foreign Trade (DGFT), issued Notification No. 21/2025-26 (S.O. 2887(E)) on June 27, 2025. In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, and in continuation of DGFT Notification No. 07/2025-26 dated 17.05.2025, the Central Government introduced a new sub-para 2 below Para 19 (1) to the General Notes Regarding Import Policy under ITC (HS), 2022 Schedule 1 (Import Policy). This new sub-para regulates the import of specific goods from Bangladesh to India. Notably, Flax tow and waste (including yarn waste and garnetted stock) (HS Code 530130) from Bangladesh are prohibited from import via any land port on the India-Bangladesh Border, allowing import only through Nhava Sheva Seaport. Other goods listed under various HS Codes (530310, 530390, 530610, 530710, 530720, 530919, 530929, 530010) are also subject to port restrictions. These restrictions do not apply to Bangladesh exports transiting through India to Nepal or Bhutan, but re-export of these goods from Nepal or Bhutan back to India is prohibited. The notification is effective immediately and was issued with the approval of the Minister of Commerce & Industry by Ajay Bhadoo, Director General of Foreign Trade & Addl. Secy.

The above restrictions at sub-Para 2 shall not apply to Bangladesh exports to Nepal/Bhutan transiting through India. However, re-export of the aforesaid Bangladesh Goods to India from Nepal/Bhutan shall not be allowed.
