Detailed Summary

The Ministry of Parliamentary Affairs, vide Notification G.S.R. 504(E) dated July 25, 2025, published on July 28, 2025, has introduced the Ministry of Parliamentary Affairs, Staff Car Driver (Special Grade), Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) Recruitment Rules, 2025. These rules, made by the President in exercise of powers under the proviso to article 309 of the Constitution, supersede the Ministry of Parliamentary Affairs, Staff Car Driver (Grade I), Staff Car Driver(Grade II), Staff Car Driver(Ordinary Grade) and Dispatch Rider (Group 'C' posts) Recruitment Rules, 2012. The new rules regulate the method of recruitment for Staff Car Drivers within the Ministry, specifying the number of posts, classification, pay matrix levels, age-limits, qualifications, and other matters as detailed in the annexed Schedule. Disqualifications include contracting marriage with a person having a living spouse, though the Central Government may grant exemptions. The Central Government also retains the power to relax any rule provisions for specific classes or categories, and the rules include savings for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and ex-Servicemen. The Schedule outlines detailed recruitment methods (promotion failing deputation/absorption, or direct recruitment for Ordinary Grade), eligibility criteria, pay scales (e.g., Level-6 for Special Grade: Rs.35400-112400; Level-5 for Grade-I: Rs.29200-92300; Level-4 for Grade-II: Rs.25500-81100; Level-2 for Ordinary Grade: Rs.19900-63200), required service periods for promotion (e.g., three years for Special Grade, six years for Grade-I, nine years for Grade-II), and educational qualifications (Tenth standard pass for deputation/direct recruits). Maximum age for deputation is 56 years, and direct recruits for Staff Car Driver (Ordinary Grade) must be between 18 and 27 years, with a two-year probation period. Departmental Promotion Committees for Group 'B' and 'C' posts are specified, with the Secretary of Parliamentary Affairs as Chairman for Group 'B' DPC, and Additional/Joint Secretary or Director/Deputy Secretary (Admn) as Chairperson for Group 'C' DPCs. Consultation with the Union Public Service Commission is not applicable for any of these recruitments.
