Recruitment is by Promotion failing which by Deputation. For promotion, an Under Secretary in Level-11 (Rs.67700—208700) with five years' regular service and 2-4 weeks training is required. For deputation, officers from Central, State, or Union Territory Governments must hold an analogous post on a regular basis or have five years' service in Level-11 (Rs.67700—208700) and possess ten years' administrative experience, including three years in Parliamentary or Legislative functions. The maximum age for appointment by deputation is 56 years, and the deputation period ordinarily does not exceed three years. A Group 'A' Departmental Promotion Committee, chaired by a Union Public Service Commission Chairman or Member, and including the Secretary and an Additional/Joint Secretary of the Ministry of Parliamentary Affairs, will consider promotions. Consultation with the Union Public Service Commission is necessary for recruitment, except as provided in the Union Public Service Commission (Exemption from Consultation) Regulations, 1958. Disqualification rules apply to persons with a living spouse, with the Central Government having power to exempt. The Central Government also has power to relax any rule provisions in consultation with the Union Public Service Commission. These rules do not affect reservations or concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories.

Short title and commencement.— (1) These rules may be called the Ministry of Parliamentary Affairs, Deputy Secretary Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications.— No person.- (a) who has entered into or contracted marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central or State or Union Territory Government shall ordinarily not exceed three years.
