This notification is issued in pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. The Ministry of Electronics and Information Technology, after consultation with the Unique Identification Authority of India (UIDAI), had previously allowed this via letter eF.No.22(7)/2025-Cyberlaws dated 12th November, 2025. The purpose is to establish the identity of users for registration in the Sampurna Digital Sansad (SDS) portal and for availing services under the Sampurna Digital Sansad (SDS) Project, ensuring good governance. Aadhaar authentication is voluntary, as per sub-rule (2) of rule 3 of the 2020 Rules, and the Rajya Sabha Secretariat must obtain consent, inform Aadhaar number holders of alternate identification means, and not deny services for refusal or inability to undergo Aadhaar authentication. Services include Member Services & Entitlements, Health & Welfare, Identity & Access Management, Administrative & Staff Services, Attendance & Access Control, and Financial & Compliance. This notification comes into effect from its publication date in the official Gazette.

L.-33004/99 The Gazette of India CG-DL-E-26122025-268836 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 838] NEW DELHI, FRIDAY, DECEMBER 26, 2025/PAUSHA 5, 1947 MINISTRY OF PARLIAMENTARY AFFAIRS NOTIFICATION New Delhi, the 19th December, 2025 G.S.R. 924(E). - Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter eF.No.22(7)/2025-Cyberlaws dated 12th November, 2025 to the Rajya Sabha Secretariat under Ministry of Parliamentary Affairs (hereinafter referred to as the said Ministry), Government of India (hereinafter referred to as the said Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said Government may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act). And whereas, the Aadhaar authentication shall be performed for Aadhaar authentication, on a voluntary basis, by Rajya Sabha Secretariat, to establish the identity of users for registration in Sampurna Digital Sansad (SDS) portal and for availing of the services as annexed, (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the Rajya Sabha Secretariat shall perform the Aadhaar authentication only for Usage of digital platforms to ensure good governance under Sampurna Digital Sansad (SDS) Project [hereinafter referred to as the use case(s)]. Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Ministry hereby notifies the following, namely:— 1. (1) Rajya Sabha Secretariat, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the Rajya Sabha Secretariat shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:— List of Services: (a) Member Services & Entitlements * Member services (IT, TA/DA and Medical claims), payroll and advances, pension processing, accommodation services. (b) Health & Welfare * Linking of CGHS cards of MPs, staff and dependents, medical claim. (c) Identity & Access Management * eSign service for digital signing of official documents, Identity and access service (d) Administrative & Staff Services * Staff onboarding, service record linking, estate services, HRMS and training (e) Attendance & Access Control * Attendance for staff and MPs, House sessions, verification for visitor passes. (f) Financial & Compliance * PFMS integration service and payment gateway service. 2. This notification shall come into effect from the date of its publication in the official Gazette. [F.
