These new rules supersede the Ministry of Parliamentary Affairs, Multi Tasking Staff Recruitment Rules, 2014, with immediate effect. The rules specify 26 Multi-Tasking Staff posts, classified as General Central Service Group 'C' Non-Gazetted, Non-Ministerial, with a Level-1 pay matrix (Rs.18000-56900), subject to workload variation. Direct recruits must be between 18 and 25 years of age (relaxable up to 40 years for departmental candidates) and possess a 10th-class pass from a recognized Board. A two-year probation period, including a mandatory two-week induction training, is prescribed. Disqualifications include bigamous marriages, though the Central Government may grant exemptions. The Central Government also retains power to relax any rule provisions for specific classes or categories. A saving clause ensures existing reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-Servicemen, and other special categories remain unaffected. A Group 'C' Departmental Confirmation Committee, chaired by the Director (Admn.) or Deputy Secretary (Admn.) of the Ministry of Parliamentary Affairs, is constituted, including an Under Secretary (Admn.) and a nominee from another Ministry/Department belonging to SC/ST.

L.-33004/99 The Gazette of India CG-DL-E-29072025-265057 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 465] NEW DELHI, MONDAY, JULY 28, 2025/SHRAVANA 6, 1947 MINISTRY OF PARLIAMENTARY AFFAIRS NOTIFICATION New Delhi, the 25th July, 2025 G.S.R. 508(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Multi Tasking Staff Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Parliamentary Affairs, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Parliamentary Affairs, Multi-Tasking Staff Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and Level in the Pay Matrix.—The number of said post, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualifications.— No person,— (a) who has entered into or contracted marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
