Issued by the Ministry of Culture, Archaeological Survey of India (G.S.R. 564(E), dated 28th July 2023), the notification, in exercise of powers under the proviso to article 309 of the Constitution, and in supersession of the Archaeological Survey of India Library and Information Officer and Senior Library and Information Officer Recruitment Rules, 2018, makes the Ministry of Culture, Archaeological Survey of India, Library and Information Officer Recruitment Rules, 2023, effective from publication, providing for 2 sanctioned posts (subject to workload variation) classified as General Central Service, Non-Ministerial, Group A Gazetted, at Level-11 in the pay matrix (Rs. 67,700-208,700), filled by promotion (failing which by deputation, including short-term contract) with a two-year probation period for promotees; eligibility for promotion requires Assistant Library and Information Officers in Level-7 (Rs. 44,900-142,400) with nine years' regular service and a Bachelor's degree in Library Science; eligibility for deputation requires officers from Central/State Government, Union Territories, universities, research institutions, public sector undertakings or statutory/autonomous bodies with five to nine years' service at Levels 7-10 and a Master's degree in Library Science plus five years' professional experience, with consultation of the Union Public Service Commission via a Departmental Promotion Committee comprising the UPSC Chairman/Member (Chairman), Secretary, Ministry of Culture (Member) and Director General, Archaeological Survey of India (Member); the rules also disqualify persons who have contracted a bigamous marriage (subject to exemption), empower the Central Government to relax provisions by recorded order, and preserve reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen; it is signed by M. EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 444] NEW DEL HI, FRIDAY, JULY 28, 2023/ SHRAVANA 6, 194 5 CG-DL-E-29072023-247710 (1) (2) (3) (4) (5) (6) (67700 - 208700 (11) (7) (8) (9) (10) (12) (13) MINISTRY OF CULTURE (Archaeological Survey of India) NOTIFICATION New Delhi, the, 28 th July 2023 G.S.R. 564(E).—In exercise of the powers conferred by the provi so to article 309 of the Constitution and in supersession of the Ministry of Culture, Archaeological Survey of India, Library and Information Officer and Senior Library and Information Officer Recruitment Rules, 2018, except as respect things done or omitt ed to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Library and Information Officer in the Archaeological Survey of India, Ministry of Culture, namely: - 1. Short tit le an d Commencement. - (1) Thes e rules may be called the Ministry of Culture, Archaeological Survey of India, Library and Information Officer Recruitment Rules, 2023. (2) They shall come into force on the date of their publications in the Official Gazette. 2.Numb er of posts, classification and level in the pay matrix. - The number of the posts, its classification and level in the pay matrix attached therto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recru itment, age -limit, qualification etc. - The method of recruitment to the posts, age -limit, qualification and other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person, - (a) who, h as entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for do ing so, exempt any person from the operation to this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order, and for reasons to be recorded in writing, relax any of the provi sions of these rules with respect to any class or category of persons in consultation with Union Public Service Commission. 6. Saving. - Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classe s, Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) (12) (13) Promotion: Assistant Libr ary and Information Officer in l evel-7 in the pay matrix(Rs.44900 -142400) with nine years regular servic e, possessing at least Bachelor ’s d egree in Library Science or Library and I nformation Science of a Recognis ed University or Institute and successfully completed training of two to four weeks in the field of Library and Information Science. Note 1 :-The eligibility service shall continue to be seven years for the persons holding the post of Assistant Library and Information Officer in level -7 in the pay m atrix on regular basis on the date of notification of these rules. Note 2: -Where juniors have c omplet ed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or e ligibility s ervice or two years, w hichever is less, a nd have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short -term contract): Officers under the Centr al Government or State Government or Union territories or Universities or Recogni sed Research Institutions or Departmental Promotion Committee consisting of : (1) Chairma n or Member, Union Public Service Commission - Chairman ; (2) Secretary, Ministry of Culture - Member ; and (3) Director General, Archaeological Survey of India - Member . Departmental Confirmation Committee consisting of : (1) Secretary, Ministry of Cultur e – Chairman ; (2) Joint Secretary, Ministry of Culture – Member ; and (3) Additional Director General, Archaeological Survey of India – Member. Consultation with the Union Public Service Commission is necessary. Public Sector Undertakings or Statutory or Autonomous bodies: (A)(i) holding analogous post on a regular basis in the parent cadre or Department; or (ii) with five years’ regular service in posts in level -10 in the p ay matrix or eauivalent in the parent cadre or department; or (iii) with seven years regular service in posts in level -9 in the p ay matrix or equivalen t in the parent cadre or department ; or (iv) with eight years regular serv ice in posts in level -8 in the p ay matrix or equivalent in the parent cadre or department; or (v) with nine years regular service n posts in level-7 in the pay matrix or equiva lent i n the parent cadre or department; and (b) Possessing the educational qualifications and experience as under: Essential: (i)Master’s degree in Library science or Library and Information Science of a Recognised University or Institute; (ii) Fi ve year s prof essional experience in a Library under Central or State Government or Union Territor ies or Autonomous or Statutory Organisatio n or Public Sector Undertaking/ or University or recognis ed Research or educational Institution. Desirable: (i) O ne y ear exp erienc e of computeris ing Library activities in a Library under the Central or State Government or Union territories or Autonomous or Statutory organis ation or Public Sector Undertaking or University or recognis ed Research or educational Institution. (ii) O ne yea r professional experience in dealing with subjects relating to Archaeological or Heritage related literature. (iii) Diploma in Comp uter Application from a recognis ed University or Institute. Note 1:-The departmental officers in the feeder ca tegory who ar e in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2 :-The period of deputation (Including short term contract) including the period of deputation (Including short term c ontract) in another ex -cadre post held immediately preceding this appointment in the same or some other organi sation/department of the Central Government shall ordinaril y not e xceed four years. Note 3 :-The m aximum age limit for appointment by deputation (Including short t erm contract) shall not exceeding fifty six years as on the last date of receipt of applications. [F.
