The amendments introduce new standards for gas cylinder components and hydrogen systems: Rule 4 is updated to include conformity to IS 18608, ISO 21011, and CGA V-1 for containers; a new sub-rule (5) in Rule 19 mandates that materials for gas cylinders, valves, and LPG regulators conform to IS/ISO 11114-1 and IS/ISO 11114-2, with other gas components requiring Chief Controller approval; a new sub-rule (8) in Rule 21 specifies that hydrogen storage system roofs must conform to CGAPS-46; a new sub-rule (5) in Rule 35 requires hydrogen service cylinders to undergo specific ISO tests (ISO 17081, ISO 10587, ISO 16573 Part 1, ISO 15330); and Schedule V, FORM H is amended with a new serial number 11a, requiring hydrogen vehicle fuel systems to conform to ISO 21266-1 or ISO 21266-2 or other Chief Controller-accepted codes. This notification follows a public consultation period initiated by G.S.R.241(E) dated 15th April, 2025, where no objections or suggestions were received.

L.-33004/99 The Gazette of India CG-DL-E-28072025-265039 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY NEW DELHI, MONDAY, JULY 28, 2025/SHRAVANA 6, 1947 No. 458] MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 28th July, 2025 G.S.R. 501(E). - Whereas, the draft of certain rules further to amend the Gas Cylinder Rules, 2016, were published, vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) number, G.S.R.241(E), dated 15th April, 2025 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) dated the 21st April, 2025, inviting objections or suggestions from all persons likely to be affected thereby before the expiry of a period of thirty days from the date on which the copies of the Gazette containing the said notifications were made available to the public; And whereas, the copy of the said Gazette notification was made available to the public on the 21st April, 2025; And whereas, no objection or suggestions received from the public within the said period; Now therefore, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Gas Cylinder Rules, 2016, namely: - 1. Short title and commencement. — (1) These rules may be called the Gas Cylinders (Third Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as the said rules), in rule 4, in sub-rule (1), — (a) in clause (viii), after the word "container", the words, letters and figures "conforming to IS 18608 or ISO 21011 or" shall be inserted; (b) in clause (ix) after the words "conforming to", the letters, figure and word "CGA V-1 or”, shall be inserted. 3. In the said rules, in rule 19, after sub-rule (4), the following sub-rule shall be inserted, namely: - "(5) The materials used for manufacturing gas cylinders, valves and LPG regulators shall be conforming to IS/ISO 11114-1 and IS/ISO 11114-2 standards and cylinders, valves and regulators used for all other gases shall have suitable metallic and non-metallic materials, with approval of Chief Controller.". 4. In the said rules, in rule 21, after sub-rule (7), the following sub-rule shall be inserted, namely:- "(8) The roof of hydrogen storage system shall conform to CGAPS-46 standard.". 5. In the said rules, in rule 35, after sub-rule (4), the following sub-rule shall be inserted, namely: - "(5) The cylinder used for hydrogen service shall be subjected to following tests, namely: - (a) ISO 17081: Method of measurement of hydrogen permeation and determination of hydrogen uptake and transport in metals by an electrochemical technique; (b) ISO 10587: Metallic and other inorganic coatings — Test for residual embrittlement in both metallic-coated and uncoated externally-threaded articles and rods —Inclined wedge method; (c) ISO 16573: Steel — Measurement method for the evaluation of hydrogen embrittlement resistance of high strength steels Part1: Constant load test; (d) ISO 15330: Fasteners — Preloading test for the detection of hydrogen embrittlement—Parallel bearing surface method.". 6. In the said rules, in Schedule V, in FORM H, in CONDITIONS, after serial number 11, the following serial number shall be inserted namely: - "(11a) The fuel system of the vehicle operating on hydrogen shall conform to the relevant provisions of ISO 21266-1 or ISO 21266-2, as the case may be, or any other code accepted by the Chief Controller."
