NOTIFICATION
New Delhi, the 10th April 2024
F.No. CUPB/24/Ord./4063— In exercise of the powers conferred by Sub Section (2) of Section 28 of the Central
Universities Act, 2009 read with Section 37 of the Second Schedule of the Central Universities Act, 2009, the
Ordinances No. III, XXXIII and XXXIV are notified with the consent of the Visitor.
ORDINANCE-III: EMOLUMENTS, TERMS AND CONDITIONS OF SERVICE OF THE PRO VICE
CHANCELLOR
[Act Section 28(1) (0); Statute 4(3)]
1. Salary: The Pro Vice Chancellor shall receive salary and allowances as follows:
Pay: As notified by the Central Government from time to time.

1.2 Dearness and Other Allowances: As notified by the Central Government from time to time.
Where an employee of the university or any other Institution/ Government and its organizations is
appointed as Pro Vice Chancellor, he/she shall continue to be governed by the same retirement benefit
scheme, (namely General Provident Fund/Contributory Provident Fund/ Pension/ Gratuity/ Transfer TA)
to which he was entitled prior to his appointment as Pro Vice Chancellor, and till he/she continues to
hold his/her lien on that post.
1.3 The Pro Vice Chancellor shall be entitled to such terminal benefits and allowances as notified by the
Central Government from time to time.
1.4 The Pro Vice Chancellor shall be entitled to avail Leave Travel Concession, as per Central Government
Rules.
1.5 The Pro-Vice Chancellor shall be entitled to the reimbursement of expenses incurred on the medical
treatment of himself/herself and his/her family members obtained for the Private OPD/Private wards of
any Government or Private Hospital/Nursing Home as per approved list of Govt. of India.
1.6 The Pro Vice Chancellor shall be entitled to the reimbursement of the expenses on account of T.A. and
D.A. for himself/herself and his/her family members and expenses towards shifting of household
luggage from home town to Bathinda and back on his/her assuming office and relinquishing it on the
expiry of his/her tenure.
1.7 The Pro Vice Chancellor shall be entitled to receive Traveling Allowance at the rates as per Central
Government Rules/UGC instructions.
2. Other Terms and Conditions
2.1 The Pro Vice Chancellor shall, during the tenure of his/her office, be entitled to 'Leave on Full Pay' at
the rate of 30 days in the calendar year. The leave shall be credited to his/her account in advance in two
half yearly installments of 15 days each on the first day of January and the first day of July every year
respectively.
Provided that if the Pro Vice Chancellor assumes or relinquishes the charge of the office of the Pro
Vice Chancellor during the currency of half year, the leave shall be credited proportionately at the rate
of 2½ days for each completed month of service.
2.2 The leave at the credit of the Pro Vice Chancellor at the close of the previous half year shall be carried
forward to the new half year and credited to his/her account.
2.3 The Pro Vice Chancellor, on relinquishing the charge of his/her office, shall be entitled to receive a sum
equivalent of the Leave Salary admissible for the number of days of Leave on Full Pay due to him/her at
the time of his/her relinquishing of charge.
2.4 The Pro Vice Chancellor shall also be entitled to Half Pay Leave at the rate of 20 days for each
completed year of service. The Half-Pay Leave may also be availed of as commuted Leave on
production of Medical Certificate.
Provided that when such commuted leave is availed of, twice the amount of Half-Pay Leave shall be
debited against the Half-Pay Leave due.
2.5 The Pro Vice Chancellor shall also be entitled to avail himself/herself of Extra-Ordinary Leave without
pay for a maximum period of three months during the full term of five years on medical grounds or
otherwise.
2.6 In case the Pro Vice Chancellor is appointed for a further term or a part thereof, the leave period
mentioned above, shall apply separately to each term/period.
2.7 During the period of such leave, the Pro Vice Chancellor shall be entitled to the same salary, and
allowances and such other facilities of services as may have been provided.
2.8 In the case of any absence of the Pro Vice Chancellor occasioned by any call by the Central or State
Government, Public Service, or on Deputation on behalf of the University for any public purpose, the
period so spent shall be treated as on duty.
2.9 Where an employee of the University is appointed as the Pro Vice Chancellor, he/she shall be allowed to
avail himself/herself of any leave at his/her credit before his/her appointment as the Pro Vice Chancellor.
Similarly, on his/her relinquishing the post of the Pro Vice Chancellor and in event of his/her re-joining
his/her old post, he/she shall be entitled to carry back the leave at his/her credit to the new post.
2.10 Further, he/she may be allowed to contribute to any provident fund or pension scheme of which he/she is
a member and the University shall contribute to the account of such person in that provident fund or
pension scheme at the same rate at which the person had been contributing immediately before his/her
appointment as Pro Vice Chancellor.
2.11 If a person, employed in another Institution, is appointed the Pro Vice Chancellor, he/she shall be
entitled to Salary, Allowances, Leave and Leave Salary as per the rules of the Central University of
Punjab. The University shall also pay Leave Salary, Provident Fund, and Pension Contributions to the
parent Institution, where he/she permanently employed.
3. Amenities
3.1 The Pro Vice Chancellor shall be entitled to free, furnished residential accommodation. The premises of
his/her lodging will be maintained by the University.
3.2 The Pro Vice Chancellor shall be entitled to the facility of staff car for journey performed between office and
his/her residence.
3.3 He/she shall also be entitled to mobile phone and free telephone (with STD and ISO) service at his/her
residence.
3.4 The Pro Vice Chancellor shall be entitled to an attendant at his/her residence.
4. Powers And Functions
The Pro Vice Chancellor shall assist the Vice Chancellor in respect of such matters as may be specified by
the Vice Chancellor in this behalf, from time to time, and shall also exercise such powers and perform such
duties as may be delegated or assigned to him/her by the Vice Chancellor.
ORDINANCE-XXXIII: EQUIVALENCE COMMITTEE
[Act Section 28 (1)(o), (g)]
1. Constitution
There shall be an Equivalence Committee consisting of the following members:
1.1 Pro-Vice Chancellor or Nominee of the Vice Chancellor
1.2 Deans of the Schools
1.3 One person nominated by the Academic Council
from amongst its members
1.4 Controller of Examinations
1.5 Registrar
2. Term of Office
The term of the office, other than the Chairperson and Secretary shall be two years.
3. Functions
3.1. To examine and recommend to the Academic Council the equivalence of such examinations/degrees
as may be referred to it from time to time including those of foreign Universities;
3.2. To examine and recommend to the Academic Council the withholding, suspension or cancellation
recognition to any examination/degree of CUPB for such reasons and such time as it may deem fit;
3.3. The Committee may invite a domain expert, wherever necessary, to assist it in its functioning.
4. Quorum
Not less than half of the total members of Committee shall form the quorum for a meeting of the committee,
and the committee shall meet at least twice in a year, or whenever necessary.

Notice of the meetings of the committee shall be issued at least one week before the date fixed for the
meeting. However, special meeting(s) may be called whenever necessary.
6. Minutes
The Secretary shall keep the minutes of the meetings of the committee.
7. Rules of Business
The Committee shall frame the rules of business and lay down guidelines for consideration and approval of
the Academic Council. The Academic Council may delegate any of its powers, in this behalf, to the
Equivalence Committee.
ORDINANCE-XXXIV: BUILDING ADVISORY COMMITTEE
[Act Section 28 (I) (j)]
1. Constitution
There shall be a Building Advisory committee of the University.
2. Composition
The composition of the Building Advisory Committee shall be as follows:
2.1 Vice Chancellor
2.2 A representative of the Planning Board
of the University
2.3 A representative of User Department
2.4 Two Professors/Associate Professors of the
University nominated by the Vice Chancellor
2.5 Finance Officer
2.6 Principal of the Engineering College of the University
or Head of Civil Engineering Department (where it exists),
otherwise a person of equal status from a neighbouring
University/College
2.7 Chief Engineer (Civil) of CPWD or State PWD or his
representative not below the rank of Superintending
Engineer.
2.8 A retired Chief Engineer/Superintending Engineer (Civil)
of CPWD/State PWD/Public Sector Undertaking
2.9 Superintending/Executive Engineer (Electrical) of CPWD
or State PWD
2.10 Superintending/Executive Engineer (Public Health) of
CPWD or State PWD
2.11 University Engineer/Incharge, Engineering Section
2.12 Senior most Architect of the University (where it exists),
otherwise a Chief Architect or person of equal status
from a neighbouring University/College
2.13 Chief Architect/Deputy Chief Architect or a person of
equivalent status from a Central or State Department
2.14 Senior most Landscaping Expert of the University
(where it exists), otherwise from some neighbouring
Institution/ Government Department/ Public Sector
Undertaking or to be hired as a consultant by the
University for a limited period
2.15 Registrar
NOTE: The Dean of the School/the Head of the Department, who shall be the main utilizer of proposed
Building Project be invited to attend the meeting, in which the said project comes up for consideration.
3. The composition of the Building Advisory committee should be intimated to the University Grant
commission immediately after it is constituted.
4. Term of Office
The term of the office, other than the Chairperson and Member-Secretary shall be two years.
5. Functions

The Building Advisory Committee shall be responsible for finalizing the plans and estimates of the various
building project proposals and for ensuring the completion of the building in accordance with the approved
plans and estimates and proper utilization of the funds.
The Building Advisory Committee shall:
5.1 supervise the maintenance and upkeep of the University buildings.
5.2 assess the cost of repairs, additions, alteration and demolition of the University building annually
and prepare the Budget for the same to be submitted for approval of the Executive Council;
5.3 exercise all such powers, as delegated to it by the Executive Council from time to time;
5.4 constitute one or more Sub Committee(s) to look after any of the functions and responsibilities
assigned to it.
5.5 ensure the completion of the building in accordance with the approved plans and estimates and
proper utilization of the funds received from the University Grants Commission, the Government
and from the University's own resources.
5.6 follow the procedure laid down by the UGC for preparation of plans and estimates for various
building projects
5.7 place the proposal for the building project before Finance Committee for its approval along with a
certificate that the plans and estimates are in conformity with the norms.
5.8 shall send the detailed information to UGC in prescribed format for examination by the UGC.
5.9 shall incorporate the comments of the UGC, if any, in the Building Advisory Committee's decisions.
6. Quorum
One half of the members of the Building Advisory Committee shall form the quorum for a meeting of the
committee. However, presence of at least two Engineers and one Architect is must. The committee shall meet
at least twice in a year, or whenever necessary.
7. Notice
Notice of the meetings of the committee shall be issued at least one week before the date fixed for the
meeting. However, special meeting(s) may be called whenever necessary.
8. Minutes
The University Engineer/Incharge, Engineering Section shall keep the minutes of the meetings of the
committee in consultation with the Member Secretary.
9. Rules of Business
The Committee shall frame the rules of business and lay down guidelines for consideration and approval of
the Vice Chancellor.
Note: The above mentioned composition and functions shall stand amended as per the notifications/instructions issued
by the UGC from time to time.
