Detailed Summary

The Central University of Punjab, through Notification F. No. CUPB/25/Ord./9106 dated 8th August, 2025 (published November 18, 2025), has replaced Ordinance No. XIII, titled 'Heads of Departments,' with a new set of regulations. This action is exercised under the powers conferred by Sub Section (2) of Section 28 of the Central University Act, 2009, read with Statute 37 under the Second Schedule of the same Act, and with the consent of the Visitor. The new ordinance stipulates that the post of Head of Department will be assigned to Professors and Associate Professors by rotation based on seniority. If a department lacks a Professor or Associate Professor, an Acting Head will be appointed from other departments within the same School of Studies, or failing that, from other Schools of Studies, also by rotation and seniority, with the senior-most Assistant Professor of the department appointed as In-charge. However, individuals already performing administrative duties such as Head or Dean are ineligible for appointment as Acting Head. The term of office for a Head of Department is three years, ceasing upon superannuation, though resignation is permitted at any time. The Head functions as the Chairperson, convening and presiding over department meetings, and performs duties under the general supervision of the Dean, including organizing teaching and research, framing timetables, maintaining discipline, assigning teacher duties, controlling non-teaching staff, and executing other functions assigned by the Dean, Academic Council, Executive Council, or Vice Chancellor.
