Short-title and commencement. -** (1) These rules may be called the Department of Science and Technology Group 'A' Gazetted Posts (Non-ministerial, Scientific and Technical) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. **2. Definitions.-** In these rules, unless the context otherwise requires, — (a) "controlling authority" means the Government of India in the Department of Science and Technology; (b) "Schedule" means a Schedule appended to these rules; (c) "Scheme" means the Revised Flexible Complementing Scheme (RFCS) as issued by the Department of Personnel and Training vide O.M. No. AB-14017/41/2013-PP(RR), dated the 13th March, 2024, as amended from time to time; and (d) "scientific post" means a post as defined in the Scheme. **3. If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same. Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category. However, based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in these rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength. **4. Method of Recruitment. -** (1) The posts of Scientists 'B' to 'G' shall be selection posts. (2) The posts shall be exempted from the purview of the Union Public Service Commission for the purpose of recruitment, except for filling the posts of Scientist ‘B' through promotion. (3) Recruitment for the posts of Scientist 'B' shall be made either by direct recruitment or promotion or deputation (including short term contract) as specified in Schedule I. (4) Particular method of recruitment for each post or each case of Scientist 'B', 'C', 'D', 'F' and 'G' shall be decided by the Controlling Authority from time to time. (5) Recruitment for the posts of Scientists 'C', 'D', 'F' and 'G' shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short term contract) as specified in Schedule II and as per Note below rule 3 and recruitment for the posts of Scientist ‘E' shall be made by promotion or upgradation under the Scheme. (6) Particular discipline or field of essential educational qualification and experience for each post or in each case of direct recruitment or deputation (including short-term contract) to the posts of Scientist B, C, D, F and G shall be decided by the controlling authority, keeping in view the availability of Scientists of different disciplines and further requirement of Scientist in a particular discipline and the particular discipline shall be chosen from a list of disciplines mentioned in Schedule IV and Schedule V of these rules. **5. Promotion or upgradation. -** (1) Promotion or upgradation of Scientists to the grade of Scientist 'C' upto Scientist 'G' shall be as specified under the Scheme. (4) The assessment shall be done twice in a year and cases of those Scientists who have completed or will complete the minimum residency period as on the cut-off dates of assessment viz., 1st January or 1st July, as the case may be, and have earned or will earn number of Annual Confidential Reports or Annual Performance Appraisal Reports equal to or more than the number of years of minimum residency period for the period preceding the cut off dates of assessment, shall be considered for assessment under the Scheme. (5) Scientist who does not qualify either in Level-1 Screening or Level-2 Screening shall be re-assessed only after one year when they earn at least one more Annual Performance Appraisal Report and Annual Work Report and such re- assessment would again entail Level-1 and Level-2 Screening and not commence from the stage where the Scientist failed to qualify. (6) The assessment process under the Scheme for promotion or upgradation to the next grade shall be conducted only thrice, and thereafter, the scientist shall be covered under Modified Assured Career Progress guidelines as approved for Central Government civilian employees and the scientist who has been granted any grade under Modified Assured Career Progress may be considered for next grade as provided for in the Scheme. (7) The period of service of Scientists or Technical experts doing management or administrative work shall not be counted for promotion or upgradation under the Scheme and Scientists or Technical experts doing exclusively management or administrative work shall not be considered for promotion or upgradation under the Scheme and they shall only be given benefit of upgradation under Modified Assured Career Progress. (8) The date of promotion or upgradation of Scientists recommended for promotion or upgradation to the next higher grade under the Scheme shall be the date on which the competent authority approved the promotion or upgradation and officers on leave or deputation outside the organisation shall be given promotion or upgradation only with effect from the date they rejoin or return to the parent cadre. (9) There shall be no retrospective promotion or upgradation. (10) The field experience, in research and development or experience in implementation of scientific projects, of atleast two years for promotion or upgradation to Scientist ‘F' and five years for promotion or upgradation to Scientist 'G' shall be essential. (11) Treatment of period of leave, period spent on deputation or foreign service etc., towards counting of minimum residency period shall be as specified in the Scheme. (12) Anything not mentioned in these rules shall be governed by provisions of the Scheme. **6. Annual Performance and Appraisal Reports and Annual Work Reports. -** The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided for the Scheme, mandatorily on an annual basis. **7. Probation. -** (1) The period of probation for Scientists appointed to the grade of Scientist 'B', either by direct recruitment or by promotion from Group 'B' scale, shall be two years and the period of probation shall be two years for Scientists appointed to the grade of Scientist 'C' by direct recruitment and one year for Scientists appointed to the grade of Scientist 'D', 'F' and 'G' by direct recruitment: Provided that the controlling authority may extend the period of probation in accordance with the instructions issued by the Central Government from time to time in this regard: Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period. (2) On completion of the period of probation or any extension thereof, Scientists shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed against the available substantive vacancies. (3) If, during the period of probation or any extension thereof, as the case may be, the Central Government is of the opinion that a Scientist is not fit for permanent appointment, the Central Government may discharge or revert the Scientist to the post held by him prior to his appointment in the service, as the case may be. (4) During the period of probation, or any extension thereof, Scientists may be required by Government to undergo such courses of training and instructions and to pass examinations and tests (including examination in Hindi) as Government may deem fit, as a condition to satisfactory completion of the probation. (5) As regards other matters relating to probation, the members of the service shall be governed by the instructions issued by the Central Government in this regard from time to time. **8. Disqualification. -** No person,- (a) who has entered into, or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the scientific posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. **10. Power to relax. -** Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with the Department of Personnel and Training and in matters where consultation with the Union Public Service Commission is necessary, in consultation with Department of Personnel and Training and Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. **11. Saving. -** Nothing in these rules shall affect reservation and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. [F. No. A-12018/01/2024-Estt.III] DHANALAKSHMI, Jt. Secy. SCHEDULE I [See rule 4(3)] Recruitment for the post of Scientist 'B' A. Direct Recruitment: (1.) Educational and other qualifications required for direct recruits: - (a) Essential: Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or equivalent as specified in Schedule IV from a recognised University or Institute; or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four year degree course) or equivalent as specified in Schedule V from a recognised University or Institute. (b) Desirable: (i) Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Master's Degree from a recognised University or institute in any of the disciplines specified in Schedule V. (ii) One year experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. Note. - The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of Essential Qualification) from a recognised University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded. However, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree. (2.) Age-limit for direct recruits: The upper age-limit for direct recruitment shall not exceed thirty-five years. (Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the Central Government.) Note. The crucial date for determining the age-limit shall be the closing date for receipt of application from candidates in non-remote areas of India and not the closing date prescribed for the candidates in remote areas i.e. Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Union territory of Ladakh and Andaman and Nicobar Islands and Lakshadweep. B. Promotion: In case of recruitment by promotion, grades from which the promotion is to be made.— Junior Analyst in the level-7 (Rs. 44900- 142400/-) with five years' regular service in the parent cadre or department. Note 1. - Eligibility service shall continue to be three years in respect of existing Junior Analyst holding the post on regular basis as on the date of notification of these rules. Note 2. - Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their junior who has already completed such qualifying or eligibility service. C. Deputation (including short-term contract): In case of recruitment by deputation (including short-term contract), grades from which the deputation (including short-term contract) to be made:- (a.) Scientists or Technologists of the Central Government, State Governments, Union territories, statutory or autonomous organisations, Universities or recognised research Institutions in India or abroad,- (i) holding analogous post on a regular basis in the present cadre or department; or (ii) with two years' service rendered after appointment to the post on a regular basis in the level-9 (Rs. 53100- 167800/-) or equivalent in the parent cadre or department; or (iii) with four years' service rendered after appointment to the post on a regular basis in the level-8 (Rs. 47600- 151100/-) or equivalent in the parent cadre or department; and (b.) possessing the qualifications and experience prescribed for direct recruit in para 1(a) above. Note 1: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall not ordinarily exceed three years. Note 2: The departmental officers in the feeder category, who are in the direct line of promotion, shall not be eligible for consideration for appointment on deputation (including short-term contract) except for the ex-cadre post for which they are not the feeder grade officers. Similarly, deputationist (including those appointed on short-term contract) shall not be eligible for consideration for promotions. Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall not exceed 56 years as on the closing date of receipt of application for the candidates in non-remote areas of India. I. Screening and selection process – For deputation (including short term contract), the screening and selection process shall be as specified by the controlling authority. For direct recruitment, if considered necessary, the screening process shall include written test, to be conducted by the Central Government directly or through any agency or organisation having experience and expertise in the area. Educational and other qualification required for direct recruits,- (a) Essential: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or equivalent as specified in Schedule IV from a recognised University or institute; Or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four year degree course) or equivalent as specified in Schedule V from a recognised University or institute. (ii) Four years experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. (b) Desirable: Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Master's Degree from a recognised University or institute in any of the disciplines specified in Schedule V. Educational and other qualifications required for direct recruits,- (a) Essential: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or equivalent as specified in Schedule IV from a recognised University or institute; or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four year degree course) or equivalent as specified in Schedule V from a recognised University or institute. (ii) eight years experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. (b) Desirable: Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Master's Degree from a recognised University or institute in any of the disciplines specified in Schedule V. Note: The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of essential qualification) from a recognised University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. Note 1: The period of deputation (including short-term contract), including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall not ordinarily exceed four years. Educational and other qualifications required for direct recruits: - (a) Essential: (i) Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Master's Degree from a recognised University or institute in any of the disciplines specified in Schedule V. (ii) Sixteen years experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. (b) Desirable: Post Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Doctorate Degree from a recognised University or Institute in any of the disciplines specified in Schedule V. Note: The period spent on obtaining minimum essential educational qualification shall not count towards experience. Only in cases where Master's degree is the minimum essential educational qualification - Period spent on obtaining doctorate degree (in the field of essential qualification) from a recognised University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded. However, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree. (2) Age-limit for direct recruits: - The upper age-limit for direct recruitment shall not exceed fifty years. (Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the Central Government) Note: The crucial date for determining the age-limit shall be the closing date for receipt of application from candidates in non-remote areas of India and not the closing date prescribed for the candidates in remote areas i.e. Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Union territory of Ladakh and Andaman and Nicobar Islands and Lakshadweep. B. Deputation (including short-term contract): In case of recruitment by deputation (including short term contract), grades from which deputation (including short term contract) to be made, shall be the Scientists or Technologists of the Central Government, State Government, Union territories, statutory or autonomous organisations, Universities or recognised research Institutions in India or abroad,- (a) (i) holding analogous post on regular basis in the present cadre or department; or (ii) with five years' service rendered after appointment to the post on a regular basis in level- 13 (Rs. 123100- 215900/-) or equivalent in the present cadre or department; and (b.) possessing the educational qualifications and experience prescribed for direct recruits under para 1(a) above. Note 1: The period of deputation (including short term contract), including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall not ordinarily exceed five years. Note 2: Departmental candidates in the feeder category, who are in the direct line of promotion or upgradation under the Scheme, shall not be eligible for consideration for appointment on deputation (including short-term contract) except for the ex-cadre post for which they are not the feeder grade officers. Similarly, deputationist (including those appointed on short-term contract) shall not be eligible for consideration for promotions or upgradations under the Scheme. Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall not exceed fifty- six years as on the closing date of receipt of application for the candidates in non-remote areas of India. IV. For the posts of Scientist 'G': A. Direct Recruitment: - (1.) Educational and other qualifications required for direct recruits: - (a) Essential: (i) Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Master's Degree from a recognised University or institute in any of the disciplines specified in Schedule V. (ii) twenty one years experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. (iii) two years of experience in evolving, managing and directing science and technology programme; and (iv) published research work. (b) Desirable: Post Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule IV; or Doctorate Degree from a recognised University or Institute in any of the disciplines specified in Schedule V. Note: The period spent on obtaining minimum essential educational qualification shall not count towards experience.
