The Ministry of Science and Technology, Department of Science and Technology, through Notification G.S.R. 660(E) dated 23rd July, 2026, published on July 24, 2026, under the powers conferred by the proviso to Article 309 of the Constitution, has amended the Ministry of Science and Technology, Department of Science and Technology, Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade II) and Staff Car Driver (Grade I), Group 'C' posts, Recruitment Rules, 2022. The principal rules were previously published vide G.S.R. 57, dated 31st March, 2022. These new rules, titled the Ministry of Science and Technology, Department of Science and Technology, Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade II) and Staff Car Driver (Grade I), Group 'C' posts, Recruitment (Amendment) Rules, 2026, modify the recruitment methods and eligibility criteria for Staff Car Driver (Grade II) and Staff Car Driver (Grade I) posts. For Staff Car Driver (Grade II), the recruitment method is now "Promotion failing which by deputation (including short-term contract)". Promotion requires nine years of regular service as Staff Car Driver (Ordinary Grade) in level-2 (Rs. 19900-63200) and passing a trade test, with provisions for considering seniors. Deputation requires officers of Central/State Governments, Union territory Administrations, universities, institutes, public sector undertakings, statutory, or autonomous organizations holding analogous posts on a regular basis or having nine years' service in level-2 (Rs.19900-63200) with a valid driving license for motor cars. The deputation period shall ordinarily not exceed three years, and the maximum age-limit for appointment by deputation is fifty-six years. Similarly, for Staff Car Driver (Grade I), recruitment is also "Promotion failing which by deputation (including short-term contract)". Promotion requires six years of regular service as Staff Car Driver (Grade II) in level-4 (Rs. 25500-81100) or a combined service of fifteen years in Staff Car Driver (Grade II) and (Ordinary Grade), along with a trade test, with similar provisions for considering seniors. Deputation requires officers of specified organizations holding analogous posts on a regular basis or having six years' service in level-4 (Rs.25500-81100) or a combined service of fifteen years in Staff Car Driver (Grade II) and (Ordinary Grade), with a valid driving license for motor cars. The deputation period and age limits are identical to those for Grade II.

(1) These rules may be called the Ministry of Science and Technology, Department of Science and Technology, Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade II) and Staff Car Driver (Grade I), Group 'C' posts, Recruitment (Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Ministry of Science and Technology, Department of Science and Technology, Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade II) and Staff Car Driver (Grade I), Group 'C' posts, Recruitment Rules, 2022, in the Schedule,- (a) against serial number 2 relating to the post of Staff Car Driver (Grade II),- (i) in column (10), for the existing entry, the following entry shall be substituted, namely: - "Promotion failing which by deputation (including short-term contract)"; (ii) in column (11), for the existing entries, the following entries shall be substituted, namely:- "Promotion: Staff Car Driver (Ordinary Grade) in level-2 (Rs. 19900-63200) in the pay matrix with nine years of regular service in the grade and have passed the trade test, specified by the Central Government. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or universities or institutes or public sector undertakings or statutory organisation or autonomous organisation,- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with nine years' service rendered after appointment to the post on a regular basis in level-2 (Rs.19900-63200) or equivalent in the present cadre or department; and (b) possessing a valid driving license issued by the Central Government, State Government or Union territory Administrations for motor cars. Note 1.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 2.- The maximum age-limit for appointment by deputation shall not exceed fifty-six years as on the closing date of receipt of applications."; (b) against serial number 3 relating to the post of Staff Car Driver (Grade I),- (i) in column (10), for the existing entry, the following entry shall be substituted, namely:- "Promotion failing which by deputation (including short-term contract)"; (ii) in column (11), for the existing entries, the following entries shall be substituted, namely:- "Promotion: Staff Car Driver (Grade II) in level-4 (Rs. 25500-81100) in the pay matrix with six years of regular service in the grade or with combined service of fifteen years in Staff Car Driver (Grade II) and Staff Car Driver (Ordinary Grade) and have passed the trade test, specified by the Central Government.
