The notification is issued under Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, read with sub-clause (ii) of clause (b) of sub-section (4) of Section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. Aadhaar authentication for these purposes shall be voluntary, and DDA must obtain consent from the Aadhaar number holder and inform them of alternate identification means, such as a Pan Card, without denying any service for refusal or inability to undergo authentication. This notification supersedes the Ministry's earlier Gazette notification vide GSR-899 (E), No-CG-DL-E-16122025-268550 dated 11.12.2025, and comes into force from its publication date.

L.-33004/99 The Gazette of India CG-DL-E-27052026-272912 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 373] NEW DELHI, WEDNESDAY, MAY 27, 2026/JYAISTHA 6, 1948 MINISTRY OF HOUSING AND URBAN AFFAIRS NOTIFICATION New Delhi, the 27th May, 2026 G.S.R. 414(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its EF No. 13(5)/2023-EG-II, dated 11.11.2025 to Delhi Development Authority(DDA) (hereinafter referred to as the said Agency), Government of India (hereinafter referred to as the said Government) for the purposes prescribed under sub-rule (1) of rule (3) of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 I(hereinafter referred to as the said rules) that the said agency may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of subsection (4) of section 4 of the Aadhar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act): And whereas, the Aadhaar authentication shall be performed for establishing the identity of Indian citizens and employees of DDA for registration in its Single Sign-On (SSO) Portal and for availing of services (hereinafter referred to as the said purpose)as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said agency shall perform the Aadhaar authentication only for establishing the identity of Indian citizens and employees of DDA for registration in its Single Sign-On (SSO) portal [hereinafter referred to as the use case(s)] which includes the following services: 1. Housing 2. Land Disposal 3. Interactive Disposal of Land Information (IDLI) 4. Online Payment 5. Community Hall, Open Spaces, and Park Booking 6. Water Bill Online Payment 7. OPD/IPD Medical Reimbursement and 8. Sports related services 9. General Citizen Services • Apply online for converting their property form a leasehold status to freehold ownership and mutation of properties. • Pay their lease or license fees online. • Apply for lease restoration. • Grievance related services. Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b)of sub-section (4) of section 4 of the Act, the said agency hereby notifies the following, namely: - 1. (i) The agency, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (ii) As per Sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis the agency shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely: - (a) Pan Card. 2. This notification shall come into force from the date of its publication in the Official Gazette. 3.
