The Ministry of Labour and Employment, through Notification S.O. 3904(E) dated 26th August, 2025, extends the public utility service status for services involved in the manufacture or production of mineral oil (crude oil), motor and aviation spirit, diesel oil, kerosene oil, fuel oil, diverse hydrocarbon oils and their blends including synthetic fuels, and lubricating oils. This extension is for a further period of six months, effective from 28th August, 2025. This action is taken by the Central Government in the public interest, exercising powers conferred by the proviso to sub-clause (vi) of clause (n) of section 2 of the Industrial Disputes Act, 1947 (14 of 1947). The services are covered under item 26 of the First Schedule to the said Act. This current notification extends the period specified in the previous Notification S.O. 993(E), dated 27th February, 2025, which had initially declared these services as public utility services for six months starting from 28th February, 2025.

L.-33004/99 The Gazette of India CG-DL-E-26082025-265719 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 3799] NEW DELHI, TUESDAY, AUGUST 26, 2025/BHADRA 4, 1947 MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 26th August, 2025 S.O. 3904(E).— WHEREAS the Central Government is satisfied that public interest so requires that the services engaged in manufacture or production of mineral oil (crude oil), motor and aviation spirit, diesel oil, kerosene oil, fuel oil, diverse hydrocarbon oils and their blends including synthetic fuels, lubricating oils and the like, which is covered under item 26 of the First Schedule to the Industrial Disputes Act, 1947 (14 of 1947), to be a public utility service for the purposes of the said Act; AND WHEREAS, the Central Government has declared the said industrial undertaking to be public utility service for the purposes of the said Act for a period of six months with effect from the 28th February, 2025, vide notification of the Government of India in the Ministry of Labour and Employment number S.O. 993(E), dated the 27th February, 2025; AND WHEREAS, the Central Government is of the opinion that public interest requires the extension of the public utility service, status to the said industry for a further period of six months; NOW, THEREFORE, in exercise of the powers conferred by the proviso to sub-clause (vi) of clause (n)of section 2 of the Industrial Disputes Act, 1947 (14 of 1947), the Central Government, being of the opinion that in the public interest requires extension, hereby extends the period specified in the notification number S.O. 993 (E), dated the 27th February, 2025 for a further period of six months from the 28th August, 2025 during which the services engaged in the said industrial undertakings to be a public utility service for the purposes of the said Act.
