The proposed amendments include the omission of Rule 48 from the Gas Cylinders Rules, 2016, and the omission of clause (vi) from Form C under the heading 'DOCUMENTS REQUIRED TO BE SUBMITTED WITH THIS APPLICATION FOR A LICENCE IN FORM 'E', 'F' & 'G'. Additionally, Form F, condition 8, will have a new proviso inserted after clause (iv), permitting higher stacking and lesser gangway for Industrial gas cylinders if packed in certified structured packing with adequate straps, clips or interlocks to ensure integrity and proper manoeuvring, provided loading/unloading complies with national or international codes. The principal Gas Cylinders Rules, 2016, were originally published vide notification number 1081(E) dated 22nd November, 2016, and subsequently amended multiple times, most recently by G.S.R. 839(E) dated 12th November, 2025.

The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government. Draft rules 1. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Amendment) Rules, 2026. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), Rule 48 shall be omitted; 3. In the form-C of the said Rules, under the heading DOCUMENTS REQUIRED TO BE SUBMITTED WITH THIS APPLICATION FOR A LICENCE IN FORM `E', 'F' & 'G, clause (vi) shall be omitted.; 4. In the form-F of the said Rules, in condition 8, after the clause (iv), the following shall be inserted, namely:- "Provided further that for the Industrial gas Cylinders Higher stacking and lesser gangway may be permitted by the licensing authority if cylinders are packed in certified structured packing (racks, cages) with adequate straps, clips or interlocks to ensure integrity of cylinder, its fittings and proper manoeuvring of cylinders are ensured with these certified structured packing.
