The rules prescribe one post each (subject to variation dependent on workload) of Deputy Controller (Investigation), classified as Group 'A', Level-14 in the pay matrix (Rs. 144200-218200), and Assistant Controller (Investigation), Level-13A in the pay matrix (Rs. 131100-216600), both filled by deputation (including short-term contract)/absorption from officers of Central/State Governments, Union territory Administrations, autonomous bodies, statutory organizations, public sector undertakings, or recognised universities/research institutions, subject to specified seniority, qualifications (Bachelor's/Master's degree or Doctorate in Engineering, Technology, Electronics, Computer Science or related fields, or Postgraduate Diploma in Cyber Law/Security/Forensics as a desirable qualification) and experience (twenty years for Deputy Controller, eighteen years for Assistant Controller, each including at least two years in incident handling, computer forensics, or audit/investigation of Information and Communication Technology infrastructure). The maximum age for appointment by deputation is fifty-eight years for Deputy Controller and fifty-six years for Assistant Controller. The rules also bar persons who have contracted a bigamous marriage (Rule 5) unless exempted by the Central Government, provide for relaxation of rules (Rule 6), and preserve reservations for Scheduled Castes, Scheduled Tribes, other backward classes, ex-servicemen and other special categories (Rule 7). G.S.R. 585(E). — In exe rcise of the powers conferred by clause (f) of sub -section (2) of section 87 of the Information Technology Act, 2000 (21 of 2000) and in supersession of the Department of Information Technology, Ministry of Communications and Information Technology, Controller of Certifying Authorities, Gazetted and Non -Gazetted posts Recruitment Rules, 2009, in so far as they relate to the posts of Deputy Controller (Investigation) and Assistant Controller (Investigation), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules to regulate the method of recruitment to the posts of Deputy Controller (Investigation) and Assistant Controller (Investigation) in the office of Controller of Certifying Authorities, under the Ministry of Electronics and Information Technology, namely: - 1. Short title and commencement. — (1) These rules may be called the Ministry of Electronics and Information Technology, Office of Controller of Certifying Authorities, Deputy Controller (Investigation) and Assistant Controller (Investigation) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. — These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. — The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, other qualifications, etc. — The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. — No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. — Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Member of Institute of Engineers or Graduate Institute of Electronics and Telecommunication Engineers, or Master Degree in Science or Master in Computer Application or Master Degree in Engineering or Technology, or Doctorate in the field of Electronics or Electronics and Communication or Computer Sciences or Communication or Computer and Networking Security or Computer Application or Software System or Information Technology or Information Systems or Information Technology Management or Informatics or Computer Management or Cyber Law; and (ii) Experience: Twenty years experience in the field of Information Technology with minimum two years of experience in incident handling computer forensics or audit and investigations or testing and evaluation of Information and Communication Technology infra with following skill set, namely: - (A) in -depth knowledge of computer forensics, incident handling and audit or investigations methodologies under Public Key Infrastructure framework; (B) strong understanding of legal and regulatory frameworks of the Information Technology Act, 2000 (21 of 2000); (C) demonstrated ability to manage investigations of cyber fraud, handle sensitive information and maintain confidentiality; (D) strong analytical and problem -solving skills in the domain of Information Security; and (E) certified professional in the field of Information Security, computer forensics, Investigation and auditing of Information Systems. (iii) Desirable qualification: Postgraduate Diploma in Cyber Law or Cyber Security or Cyber Forensics. Note 1: Two years relaxation shall be given for the candidates having Master Degree in Science or Master in Computer Application or Master Degree in Engineering or Master Degree in Technology of the above fields; and five years relaxation shall be given for the candidates having Doctorate degree in the above fields. Note 2: The period of deputation (including short -term contract) including the period of deputation (including short -term contract) in another ex -cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age-limit for appointment by deputation (including short -term contract) shall be not exceeding fifty - eight years as on the closing date of receipt of applications. (iii) Desirable qualification: Postgraduate Diploma in Cyber Law or Cyber Security or Cyber Forensics. Note 1: Two years relaxation shall be given for the candidates having Master Degree in Science or Master in Computer Application or Master Degree in Engineering or Master Degree in Technology of the above fields; and five years relaxation shall be given for the candidates having Doctorate Degree in the above fields. Note 2: The period of deputation(including short -term contract)including the period of deputation(including short -term contract) in another ex -cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall ordinarily not exceed five years.
