NOTIFICATION
New Delhi, the 7th July, 2026
G.S.R. 627(E).—In exercise of the powers conferred by clause (ze) of sub-section (2) of section 87, read
with sub-section (3) of section 70B of the Information Technology Act 2000 (21 of 2000), the Central Government
hereby makes the following rules, regulating the terms and conditions of service of officers and employees of Indian
Computer Emergency Response Team (except Director General), namely:-
1. Short title and commencement- (1) These rules may be called the Information Technology, Salary, Allowances
and other Terms and Conditions of Service of officers and employees of the Indian Computer Emergency Response
Team except Director General Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. - In these rules, unless the context otherwise requires, -
(a) "Act" means the Information Technology Act 2000, (21 of 2000) (hereinafter referred to as the said Act);
(b) "Central Government" means the Ministry of Electronics and Information Technology, Government of India or
any other Ministry or Department of Government of India which is administratively concerned with the office of
Indian Computer Emergency Response Team from time to time, as per Allocation of Business rules of Government of
India;
(c) "Indian Computer Emergency Response Team" may be referred as ICERT or CERT-In means the Government
entity established and appointed under sub-section (1) of section 70B of the said Act and defined under clause (ua) of
sub-section (1) of section 2 of the said act as a national agency for incident response to discharge the cyber security
functions referred in sub-section(4) of section 70B of the saidAct;
(d) "officers and employees of the Indian Computer Emergency Response Team" means the officers and
employees (except Director General) appointed under sub-section (2) of section 70B of the said Act; and
(e) All other words and expression used and not defined in these rules but defined in the Act shall have the same
meanings respectively assigned to them in the Act;
3. Categories of Posts and Method of Recruitment.- The Schedule of posts and method of recruitment of the
officers and employees of ICERT shall be regulated in accordance with the Ministry of Electronics and Information
Technology, Indian Computer Emergency Response Team (CERT-In), Group 'A' and 'B' Posts, Recruitment Rules,
2017.
4. Pay, allowances and other benefits.– The rules and orders issued by the Central Government, from time to time,
to govern the pay, allowances and other benefits of employees of the Central Government shall mutatis mutandis
apply to the officers and employees of the ICERT.
5. Accommodation and house rent allowance.- The officers or employees of the ICERT, shall be eligible for such
house rent allowance as are admissible or applicable to the employees of the Central Government in the corresponding
grade or pay level from time to time in accordance with the applicable norms.
6. Travel on official tours, transfer etc.-An officer or employee of the ICERT shall be liable to proceed on tour for
official duty to any place within India or abroad as and when so required by the ICERT for which he may be paid
travelling allowance, daily allowance and such other allowances as admissible to the employees of the Central
Government of corresponding grade.
7. Medical Facility.- The officers and employees of the ICERT shall be entitled to medical facilities as provided in
accordance with Ministry of Electronics and Information Technology, Indian Computer Emergency Response Team
(Medical Facilities for the officer and employees) Rules, 2019.
8. Pension scheme- The provisions of Central Civil Services (Implementation of National Pension System) Rules,
2021, shall, mutatis mutandis, be applicable on the officers and employees of the ICERT, other than those already
covered under any previous scheme.
9. Gratuity.- The provisions of Central Civil Services (Payment of Gratuity under National Pension System) Rules,
2021, as amended from time to time, shall, mutatis mutandis, be applicable on the officers and employees of the
ICERT, other than those on deputation.
10. Pension contribution and provident fund of persons on deputation.-(1) The officers and employees appointed
in ICERT on deputation from the Central Government shall continue to be governed by the pension and provident
fund scheme as are applicable to them in their parent cadre or Department, as the case may be, and the ICERT shall
make contribution towards pension and recover contribution towards provident fund from such employees and remit
the amount immediately to the concerned Department, any loss of interest on account of late remittance shall be borne
by the ICERT.
(2) The officers and employees appointed in ICERT on deputation from organisations other than the Central
Government shall be eligible for contribution towards pension, contributory provident fund and retirement benefits as
per the scheme applicable to them in their parent organisation.
11. Leave.—(1) The officers and employees may avail of such kinds of leaves as are admissible to a Government
servant under the Central Civil Services (Leave) Rules, 1972, subject to the conditions applicable under the said rules,
and shall be eligible for encashment of earned leave as provided therein.
(2) The officers and employees shall be entitled to casual leave to such extent as is admissible to a Government
servant under instructions issued by the Central Government.
12. Leave travel concession. - The Central Civil Services (Leave Travel Concession) Rules, 1988, shall, mutatis
mutandis, be applicable to the officers and employees of ICERT.
13. Conduct and Disciplinary matters.—(1) The provisions of the Civil Service (Conduct) Rules, 1964, shall,
mutatis mutandis, apply to the officers and employees in like manner as applicable to a person appointed to a civil
service or post in connection with the affairs of the Union of India under the said rules.
(2) The provisions contained in Part IV to Part IX of the Central Civil Services (Classification, Control and Appeal)
Rules, 1965 shall apply, mutatis mutandis, to the officers and employees appointed under rule 3 above, in like manner
as applicable to a Government servant under the said rules.
(3) The Appointing and Disciplinary Authority for the purpose of sub-rule (2) shall be as follows:

14. Other terms and conditions of service.- Any matter relating to the terms and conditions of service of the officers
and employees appointed under rule 3 above, in respect of which no express provision has been made in these rules,
shall be referred to the Central Government for its decision, and the decision of the Central Government on the same
shall be final.
