The Ministry of Railways (Railway Board), in a notification dated 11th July 2023 (G.S.R. 535(E)), issued in exercise of powers conferred by clause (g) of sub-section (2) of section 60 read with section 198 of the Railways Act, 1989 (24 of 1989), made the Indian Railways (Open Lines) General (Second Amendment) Rules, 2023, to further amend the Indian Railways (Open Lines) General Rules, 1976, effective from the date of publication in the Official Gazette; the amendments add a new sub-rule to rule 3.47 permitting Taking "Off" signals for more than one train simultaneously approaching from any direction over non-isolated lines under special or approved special instructions depending on adequate distance requirements under Rule 3.40, substitute sub-rule (2) of rule 3.13 concerning the fixing of a Calling-on signal below a Stop signal, substitute sub-rule (4) of rule 3.70 concerning Calling-on signals below a departure Stop signal, and substitute sub-rule (1)(b) of rule 3.81 concerning the taking "off" of the Calling-on signal; the notification records that the principal rules were published vide notification No. G.S.R. 445(A) dated 21st July, 1981 and were last amended vide notification No. G.S.R. 526(E) dated 21st July, 2023, and is issued under File No. 2021/Safety(A&R)/19/49 Pt.(I) and signed by Jaya Varma Sinha, Member (O & BD) and Ex-Officio Secretary.

EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 429] NEW DEL HI, TUESDAY , JULY 25, 2023/ SHRAVANA 3, 194 5 CG-DL-E-25072023-247589 MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 11th July, 2023 G.S.R 535(E).—In exercise of the powers conferred by clause (g) of sub -section (2) of section 60, read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to ame nd the Indian Railways (Open Lines) Genera l Rules, 1976 , namely: - 1. Short title and commencement . – (1) These rules may be called th e Indian Railways (Open Lines) Genera l (Second Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazett e. 2. In th e Indian Railways (Open Lines) Genera l Rules, 1976 , (hereinafter referred to as said rules), in rule 3.47, the following sub -rule shall b e added , namely :- “(1) Taking ‘Off’ signals for more than one train at a time when two or more trains are approaching simultaneously from any direction may be permitted over non isolated lines; under special instructions when requirements of adequate distance under Rule 3.40 are fulfilled ; and under approved special instructions when requirements of adequ ate distance under Rule 3.40 are not fulfilled.” 3. In the said rules, in rule 3.13, for sub -rule (2) the following sub -rule shall b e substituted, namely :- “(2) A Calling -on signal, where provided, shall be fixed below a Stop signal governing the approach of a train. Under special instructions , a Calling -on signal may be provided below any other Stop signal except the last Stop signal.” 4. In the said rules, in rule 3.70, for sub -rule (4) the fol lowing sub -rule shall b e substituted, namely :- “(4) Where under special instructions a Calling -on signal has been provided below a departure Stop signal, other than the last Stop signal, the Calling -on signal shall not be taken “off” unless the conditions for taking “off” the departure Stop signal abo ve it have been fulfilled.” 5. In the said rules, in rule 3.81 , for sub -rule (1)(b) the fol lowing sub -rule shall b e substituted, namely :- “(1)(b) by taking ‘off’ the Calling -on signal, if provided under special instructions , vide sub -rule (2) of Rule 3. 13.” [F.
