These amendments are made in exercise of powers conferred under sub-section 2 (ja) of Section 38 of the Prevention of Cruelty of Animals Act, 1960 (59 of 1960). The proposed rules, titled the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026, shall extend to the whole of India and come into force upon their publication in the Official Gazette. The key changes involve inserting new sub-rules (4) and (5) after sub-rule (3) of Rule 23, establishing a detailed fee structure for various purposes including registration (Rs. 12,000 for both small and large animals), registration for breeding (in-house use: Rs. 18,000 small, Rs. 30,000 large; trade: Rs. 30,000 for both), renewal (Rs. 3,000 for both), amendment (Rs. 12,000 for both), revision of IAEC (Rs. 1,200 large animal), and protocols (Rs. 1,200 for educational large animal, Rs. 6,000 for non-educational/non-academic large animal). Registration purposes include research for education, commercial research, general research, and non-research commercial activities. Establishments must submit fees according to their purpose(s), with combined fees for multiple purposes. Non-renewal of Animal House Facilities before expiry will incur registration fees instead of renewal fees. Fees are subject to revision every three years. All collected fees and charges by the Committee for Control and Supervision of Experiment on Animal are to be remitted to the Consolidated Fund of India through Bharatkosh. DRAFT RULES 1. Short title and extent. - (1) These rules may be called the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026. (2) They shall come into force from the date of their publication in the Official Gazette. (3) They shall extend to the whole of India. 2. (c) The establishments which are applying for registration with CCSEA, for different purposes are required to submit the fee(s) as per their purpose(s). (d) The establishments already registered with CCSEA and applying for renewal of registration are required to submit the renewal fee(s) as per their purpose(s) as mentioned in Rule 4 (a). (e) Amendment in registration shall include but not limit to – (i) addition of small animals species (other than the one already registered for) for same or different purpose, (ii) modification of small animal facility within the same premises, (iii) expansion of small facility same/ different premises/ change of location, (iv) modification of large animal facility which will include expansion (increase in number) of existing large animal facility in same/ different premises/ change of location, (v) addition of different large animal species for same or different purpose. (f) If the purpose is more than one, the fee shall be added accordingly as per the respective purpose of registration, renewal and amendment. (g) The establishments which will not renew their Animal House Facilities before the date of expiry of the registration, they shall be charged registration fee for the respective purpose as per fee structure mentioned in Rule 4 (a) in place of renewal fee. (h) The fees shall be liable for revision after completion of every three years. (5) Remittance of Fees: The fees and other charges collected by the Committee for Control and Supervision of Experiment on Animal shall be remitted to the consolidated fund of India through Bharatkosh.
