These rules, coming into force on their publication date in the Official Gazette, amend rule 23 of the Administrative (Committee for Control and Supervision of Experiments on Animals) Rules, 2023 (originally published vide G.S.R. 82(E) dated 2nd February, 2023). The amendment inserts new sub-rules (4) and (5) after sub-rule (3), establishing a revised fee structure for various purposes related to experiments on animals. Processing fees for registration are Rs. 12,000 for both small and large animals; for breeding for in-house use, Rs. 18,000 (small) and Rs. 30,000 (large); for breeding for trade, Rs. 30,000 (small/large); for renewal, Rs. 3,000; and for amendment in registration, Rs. 12,000. Fees for revision of Institutional Animal Ethics Committee are Rs. 1,200 (small animal), for educational protocols on large animals Rs. 1,200 per protocol, and for non-educational/non-academic protocols on large animals Rs. 6,000 per protocol. Registration purposes include research for education, commercial research, general research, and non-research commercial activities like Hyperimmune Plasma and Serum production. Amendments in registration cover adding animal species, modifying/expanding facilities, or changing locations. Establishments failing to renew their Animal House Facilities before expiry will be charged the registration fee instead of the renewal fee. All fees are subject to revision every three years. Fees and other charges collected by the Committee for Control and Supervision of Experiments on Animals (CCSEA) shall be remitted to the Consolidated Fund of India through Bharatkosh. This notification is issued in exercise of powers conferred by section 38 read with section 15 of the Prevention of Cruelty to Animals Act, 1960 (59 of 1960), following consideration of objections and suggestions to the draft rules published as S.O. 1496(E) dated 12th March, 2026.

(1) These rules may be called the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. The establishments which are applying for registration with CCSEA, for different purposes are required to submit the fee as per their purposes. d. The establishments already registered with CCSEA and applying for renewal of registration are required to submit the renewal fee, as provided in clause (a). e. The amendment in registration shall include but not limit to – i. addition of small animal species (other than the one already registered) for same or different purpose; ii. modification of small animal facility within the same premises; iii. expansion of small animal facility, same or different premises or change of location; iv. modification of large animal facility which will include expansion (increase in number) of existing large animal facility in same or different premises or change of location; and V. addition of different large animal species for same or different purpose. f. If the purpose is more than one, the fee shall be charged as per the respective purpose of registration, renewal and amendment. g. The establishments which do not renew their Animal House Facilities before the date of expiry of the registration, shall be charged registration fee for the respective purpose, as specified in clause (a) in place of renewal fee. (5) The fees and other charges collected by the Committee for Control and Supervision of Experiment on Animal shall be remitted to the Consolidated Fund of India through Bharatkosh". [F.
