NOTIFICATION

S.O. 5038 (E).—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008
(7 of 2009), as amended in 2017 (21 of 2017), read with rules 5 and 7 of the Collection of Statistics R ules, 2011, the
Ministry of Statistics & Programme Implementation hereby directs Collection of Statistics on manufacturing and
related activities through a statistical survey, hereinafter referred to as ‘Annual Survey of Industries 2022 -23’, as per
the det ails mentioned in the Schedule -I.
2. The Ministry further appoints the persons as also their assignees in office, mentioned in the Schedule II as
Statistics Officers in respect of the geographical units mentioned thereof with reference to the af oresaid direction.
Each Statistics Officer shall immediately submit an undertaking in the prescribed format, namely, Form -I appended
to the Collection of Statistics Rules, 2011, to the Additional Director General, Field Operations Division, National
Sample Survey Office, New Delhi.
3. The persons authorized by each statistics officer, after submission of undertaking in the prescribed format,
namely, Form -I appended to the Collection of Statistics Rules, 2011 to the Statistics Officer, would be en gaged in the
geographical jurisdiction of the Statistics Officer for verification of information furnished by informants, for
inspecting relevant records, and for seeking clarifications, as may be necessary, from informants. In accordance with
these duties , each person authorized would carry a photo identity card and a letter of authorization issued by the
concerned Statistics Officer. The Statistics Officer shall keep the undertakings of the authorized persons in his safe
custody and forward a certificate of having obtained the above undertakings to the Office of the Additional Director
General, Field Operations Division, National Sample Survey Office, New Delhi.
4. The statistics collected in Part I of Annual Survey of Industries (ASI) schedule aft er due verification and
scrutiny, will be processed by officials working at the Office of the Deputy Director General, Industrial Statistics
Wing, Kolkata and the statistics collected in Part II of the ASI schedule thereof will be processed by officials
working at the Labour Bureau. Subject to the provisions of the Collection of Statistics Act, 2008 and the Collection
of Statistics Rules, 2011, the unit level data and the reports, generated from the data through statistical techniques,
may be kept in custod y and disseminated by the Industrial Statistics Wing and the Computer Centre of this Ministry
and the Labour Bureau under the Ministry of Labour and Employment to the users within and outside the
Government, the States/UTs and the public at large as per po licy guidelines of the Government.
5. All persons engaged in any activity in respect of collection of statistics, processing of data and dissemination
with respect to ASI 2022 -23 are governed by the provisions under the Collection of Statistics Ac t, 2008 and the
Collection of Statistics Rules, 2011.
6. Following powers have been delegated to the Statistics Officers:
(a) A Statistics Officer is empowered to depute/authorize officials to collect statistics in respect of the
aforementioned directio n, to verify any information furnished by informants on the basis of business records and
other records and to seek clarifications from any owner or occupier or person in -charge of a factory or establishment
or management, as the case may be, at the premis es where such records are kept. A Statistics Officer is also
empowered to depute/authorize officials under the administrative control of any State Government or Union
territory Administration, which is willing to collect statistics from any of those factor ies/establishment for which the
Statistics Officer has not deputed/authorized any official under his administrative control.
(b) A Statistics Officer is empowered to give one month notice or for the period deemed fit to each of the informant
for furnishin g return in the format, specified for the purpose of collection of statistics.
(c) A Statistics Officer is empowered to provide to any informant, the facility of furnishing return in electronic form
through a web -portal for certain period, to be specified by him in the notice to be issued to the informant.
SCHEDULE -I
Subject and purpose for collection of statistics:
1. Statistics relating to growth, composition and structure of organized manufacturing sector comprising
activities related to manufac turing processes, repair services, gas and water supply and cold storage is collected
through Annual Survey of Industries 2022 -23.
Geographical area for collection of statistics:
2. The Annual Survey of Industries 2022 -23 is conducted in the whole of India.
Method of data collection:
3. A Notice will be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the
date by which, the officer or office to whom, the unit or units for which, and the formats and the manner in which
information is required to be furnished, including submission of information in electronic form through a web -portal
designed for the purpose and made available to informants up to a certain date, specified in the notice.
Nature of info rmants for whom data may be collected:
4. The informants are owners or occupiers or persons in -charge, of factories registered under the Factories Act,
1948 or of establishments registered under the Beedi & Cigar Workers (Conditions of Employment) Act,1966 or the
units registered under any of the following Acts/Boards/Authority viz., Companies Act, 2013, Shops and Commercial
Establishments Act, Societies Registration Act, Cooperative Societies Act, Khadi and Village Industries Board,
Directorate of Industries (District Industries Centre) who would be issued notice by Statistics Officer for furnishing
information under the aforementioned direction.
5. A Statistics Officer may require furnishing of consolidated information in respect of two or more factories or
establishments under a single management operating within a State or Union Territory, in case information is not
separately available for individual factories or establishments, through a notice issued to the concerned owner or
occupier or person in -charge of the management.
Period during which collection of statistics may be completed:
6. The date for submission of information by each informant would be mentioned in the notice and would
generally fall during November 2023 to Octo ber 2024.
Reference period:
7. Information is required to be furnished for the financial year commencing from 1st April 2022 and ending on
31stMarch 2023 or for the Accounting Year of a unit ending on any date between 1st April 2022 and 31st March 2023.
Nature of information to be collected:
8. The information required relates to assets and liabilities, receipts, expenses, input items (indigenous and
imported), products and by -products, distributive expenses, employment and labour cost, wor king days, man -days
worked, absenteeism, labour turnover, man -hours worked, earning and social security benefits.
Language in which information is to be furnished by informant:
9. An informant shall furnish information in the prescribed formats, ei ther in Hindi or in English.
Obligation of informant:
10. An owner or occupier or person in -charge of a factory or establishment or management, as the case may be,
shall furnish information in the manner and by the date mentioned in the notice recei ved by him from the concerned
Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the
information sought, as may be required by the Statistics Officer or a person authorized by him.
Nature of busi ness records and other records which may be inspected:
11. Business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance registers,
labour register, pay rolls, Director’s report or any other document in support of the information furnished may be
inspected by the Statistics Officer or a person authorized by him.
The manner of inspection:
12. The concerned Statistics Officer or a person authorized by him may verify the information furnished under the
aforeme ntioned direction on the basis of business records and other records of the unit and seek clarifications, at the
premises where such records are kept, from the concerned owner or occupier or a person in -charge of a factory or
establishment or management, a s the case may be, or a person authorized by him of the unit.
