NOTIFICATION
New Delhi, the 16th March, 2026
S.O. 1398(E).— In exercise of the powers conferred by sections 3 and 4 of the Collection of
Statistics Act, 2008 (7 of 2009), as amended in 2017 (21 of 2017) and through the Jan Vishwas (Amendment
of Provisions) Act, 2023 (18 of 2023), read with rules 5 and 7 of the Collection of Statistics Rules, 2024,
the Ministry of Statistics & Programme Implementation hereby directs Collection of Statistics from
corporate entities, namely entities registered under companies Act, 1956 or companies Act, 2013 or Limited
Liability Partnership Act, 2008 and belonging to service sector including trading enterprises through a
statistical survey, hereinafter referred to as ‘Annual Survey of Incorporated Services Sector Enterprises
(ASISSE) - 2026', as per the details mentioned in the Schedule-I.

The Ministry further appoints the persons, as also their assignee in office, specified in Schedule-II
as Statistics Officers, in Schedule-III as the Adjudicating Officer, and in Schedule-IV as the Appellate
Authority, in respect of the geographical units specified therein, with reference to the aforesaid direction.
Each Statistics Officer, Adjudicating Officer and Appellate Authority shall immediately submit an
undertaking in the prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2024,
to the Additional Director General, Field Operations Division, National Statistics Office, Delhi.

The persons authorised by each Statistics Officer, after submission of an undertaking in the prescribed
format, namely Form-I appended to the Collection of Statistics Rules, 2024, to the Statistics Officer, shall
be engaged in the geographical jurisdiction of the Statistics Officer for the purpose of verification of
information furnished by informants, inspection of relevant records, and seeking clarifications from
informants as may be necessary. Each such authorised person shall carry a photo identity card and a letter
of authorisation issued by the concerned Statistics Officer. The Statistics Officer shall keep the undertakings
of the authorised persons in his safe custody and shall forward a certificate of having obtained the above
undertakings to the Office of the Additional Director General, Field Operations Division, National Statistics
Office, Delhi.

The statistics collected through the Annual Survey of Incorporated Services Sector Enterprises
(ASISSE) - 2026 schedule furnished by the informants, after due verification and scrutiny, shall be
processed by the officials working in the Office of the Additional Director General, Enterprise Survey
Division, National Statistics Office, Kolkata. Subject to the provisions of the Collection of Statistics Act,
2008 (7 of 2009), as amended in 2017 (21 of 2017) and through the Jan Vishwas (Amendment of
Provisions) Act, 2023 (18 of 2023), and the Collection of Statistics Rules, 2024, the unit-level data and the
reports generated therefrom through statistical techniques may be kept in custody and disseminated by the
Enterprise Survey Division and the Data Informatics and Innovation Division of the Ministry to users within
and outside the Government, including the States or Union Territories and the public at large, in accordance
with the policy guidelines of the Government of India.

All persons engaged in any activity relating to the collection of statistics, processing of data and
dissemination thereof in respect of the Annual Survey of Incorporated Services Sector Enterprises (ASISSE)
- 2026 are governed by the provisions of the Collection of Statistics Act, 2008, as amended in 2017 (21 of
2017) and through the Jan Vishwas (Amendment of Provisions) Act, 2023 (18 of 2023), and the Collection
of Statistics Rules, 2024.

The appointment, powers and functions of the Statistics Officers appointed under this notification
shall be governed by sections 3, 4 and 5 of the Collection of Statistics Act, 2008, as amended by the
Collection of Statistics (Amendment) Act, 2017, read with the relevant provisions of the Collection of
Statistics Rules, 2024. The appointment, powers and functions of the Adjudicating Officer and the Appellate
Authority, including the conduct of inquiry, adjudication of penalties and disposal of appeals, shall be
governed by sections 15A and 15B, as incorporated in the said Act by the Jan Vishwas (Amendment of
Provisions) Act, 2023, read with the applicable provisions of the Collection of Statistics Rules, 2024. The
said officers shall exercise such powers and discharge such duties in accordance with the provisions of the
aforesaid Act and Rules.
SCHEDULE-I
1. Subject and Purpose for Collection of Statistics
Statistics relating to the growth, composition and structure of corporate entities, namely entities registered
under the Companies Act, 1956 or the Companies Act, 2013 or the Limited Liability Partnership Act, 2008,
and belonging to the services sector including trading enterprises, shall be collected through the Annual
Survey of Incorporated Services Sector Enterprises (ASISSE) - 2026.
2. Geographical Area for Collection of Statistics
The Annual Survey of Incorporated Services Sector Enterprises (ASISSE) - 2026 shall be conducted in the
whole of India.
3. Method of Data Collection
A notice shall be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the
date by which, the officer or office to whom, the unit or units for which, and the format and manner in which
information shall be required to be furnished, including submission in electronic form through a web-based
application or portal designed for the purpose and made available to informants up to a certain date, specified
in the notice.
4. Nature of Informants from Whom Data May Be Collected
The informants shall be the owner, occupier, manager or person in charge of corporate entities registered
under the Companies Act, 1956 or the Companies Act, 2013 or the Limited Liability Partnership Act, 2008,
and belonging to the services sector including trading enterprises, who shall furnish information pursuant to
the notice issued by the Statistics Officer.
5. Consolidated Information
A Statistics Officer may, by notice, require furnishing of consolidated information in respect of an enterprise
identified by a specific Goods and Services Tax Identification Number (GSTIN) operating within a State or
Union Territory, covering the principal place of business and all additional places of business pertaining to
the selected GSTIN.
6. Period During Which Collection of Statistics May Be Completed
The date for submission of information by each informant shall be specified in the notice and shall generally
fall during the period from April, 2026 to March, 2027.
7. Reference Period
Information shall be furnished for the financial year commencing on 1st April, 2024 and ending on 31st
March, 2025, or for the accounting year of a unit ending on any date between 1st April, 2024 and 31st March,
2025.
8. Nature of Information to Be Collected
The information required shall relate to assets and liabilities; receipts from services; operating and non-
operating expenses; consumption of goods and services; nature and type of services rendered; distributive
and marketing expenses; employment and labour cost; working days and hours; absenteeism; labour
turnover; gross value added; earnings and social security benefits of employees; and operational
characteristics of the enterprise, including activity, ownership, scale of operation, asset base, use of
Information and Communication Technology (ICT), and adoption of green economy or clean technology
practices during the accounting period.
9. Language of the Web Portal
An informant shall furnish information in web-portal which is bilingual (English or Hindi) in nature.
10. Obligation of Informant
The owner, occupier, manager or person in charge of an enterprise shall furnish the information in the
manner and by the date specified in the notice issued by the concerned Statistics Officer, and shall produce
such relevant records for inspection and answer such questions relating to the information sought as may be
required by the Statistics Officer or a person authorised by him.
11. Nature of Business Records Subject to Inspection
The business records of an enterprise, including the balance sheet, profit and loss account, muster rolls,
attendance registers, labour registers, payrolls, auditor's report, or any other document in support of the
information furnished, may be inspected by the Statistics Officer or a person authorised by him.
12. Manner of Inspection
The Statistics Officer or a person authorised by him may verify the information furnished on the basis of the
business records and other relevant records of the enterprise at the premises where such records are kept, and
may seek such clarifications as may be necessary from the owner, occupier, manager or person in charge of
the enterprise or any person authorised by the enterprise in this behalf.
13. Restriction on Use of Information
In accordance with section 9 of the Collection of Statistics Act, 2008 read with the applicable provisions of
the Collection of Statistics Rules, 2024, the information collected through the Annual Survey of Incorporated
Services Sector Enterprises (ASISSE) - 2026 shall be used solely for statistical purposes and shall not be
published, disclosed or otherwise disseminated in identifiable form.
