Core Purpose

This notification amends Para 2.03(A)(i)(g) of the Foreign Trade Policy, 2023, to revise the Export Obligation period for import of inputs subject to mandatory Quality Control Orders by Advance Authorisation holders, EOU, and SEZ.

Detailed Summary

The Ministry of Commerce and Industry, Department of Commerce, Directorate General of Foreign Trade, issued Notification No. 20/2025-26 (S.O. 278(E)) on June 23, 2025. In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), and Para 1.02 and 2.03 of the Foreign Trade Policy (FTP), 2023, the Central Government has made immediate amendments to Para 2.03(A)(i)(g) of the FTP, 2023, which was originally notified vide Notification No. 71/2023 dated March 11, 2024. Previously, the Export Obligation (EO) period for QCO exemption for both textile and chemical products was restricted to 180 days from the date of clearance of import consignments. The revised provision now restricts the 180-day EO period only for chemical products notified by the Department of Chemicals & Petrochemicals (DCPC). Consequently, the Export Obligation Period for the import of products subjected to mandatory Quality Control Orders by the Ministry of Textiles, under Advance Authorisation, shall now be governed by Para 4.40 of the Handbook of Procedures, removing the 180-day restriction for textile products. This notification is issued with the approval of the Minister of Commerce & Industry.
