No. C-17/04/2022/कार्मिक-गोपनीय/सीसुब] MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 23rd February, 2026 G.S.R. 142(E). — In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), and in supersession of the Border Security Force (Engineering/Electrical) Group 'B' posts, Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Junior Engineer/Inspector (Electrical) and Junior Engineer/Sub-Inspector (Electrical) in the Border Security Force in the Ministry of Home Affairs, namely :- 1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Border Security Force, Junior Engineer/ Inspector (Electrical) and Junior Engineer/ Sub-Inspector (Electrical), Combatant (Group 'B' Posts Cadre), Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. – The number of posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, educational qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE -I, shall be eligible for promotion to the posts specified in column (1) of the Schedule. 5. Medical standard for direct recruits. - Only those persons who are medically and physically fit as specified by the Ministry of Home Affairs guidelines dated the 20th May, 2015 on recruitment of medical examination in the Central Armed Police Forces and Assam Rifles, as per the scheme prescribed by the Central Government as amended from time to time shall be eligible for appointment to the posts specified in column (1) of the said Schedule under the provisions of these rules. 6. Physical Standard for direct recruits.- The minimum physical standard required for the candidates shall be the following, namely:- (1) Height : Men-165 centimeters relaxable by five centimeters for hill tribes and adivasis including Mizos and Nagas. Women - 157 centimeters. (2) Chest: Men - 76-81 centimeters relaxable by two centimeters for candidates below twenty years of age. Women - Not applicable. (3) Weight: Men - Proportionate to height and age as per medical standards. Women - According to height but not less than forty-six kilograms. 7. Ineligibility of non-citizen of India.- No person who is not a citizen of India shall, except with the prior permission of the Central Government, reasons to be recorded in writing, be appointed or employed under these rule: Provided that nothing contained in these rules shall debar the appointment or employment of a subject of Nepal or Bhutan under these rules. 8. Liability of persons appointed on deputation to undergo basic training.-Notwithstanding anything contained in these rules, every person appointed on deputation from other department under these rules shall wear the uniform and undergo six weeks basic training immediately on such appointment : Provided that this rule shall not apply to the post of Junior Engineer/ Sub Inspector (Electrical). 9. Liability of service.- Any person appointed under these rules shall be liable to serve anywhere in India or abroad. 10. Superannuation.- (1) The person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month of attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 11. Disqualifications.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 12. Power to relax.- where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 13. Saving.- Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Junior Engineer/Sub-Inspector (Electrical) in level-6 in the pay matrix (Rs. 35400-112400) with five years regular service in the grade and having successfully completed the pre-promotional course as prescribed by the Director General Border Security Force from time to time. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation/ absorption: Officers of the Central Government or State Government or Union territories Administrations: (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the post on a regulars basis in level-6 in the pay matrix (Rs. 35400-112400) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) 12th class passed from a recognised board with three years diploma or degree in Electrical Engineering from a recognised University or institute; and (ii) three years experience in Electrical Engineering. Deputation or re-employment for ex-servicemen: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the qualifications and experience prescribed for deputationist shall also be considered. If selected, such officers shall also be given deputation terms up to the date on which they are due for release from the Armed Forces and thereafter they may be continued on re-employment terms. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
