RESOLUTION
New Delhi, the 21st February, 2025
No. S-16012/05/2011-L.W(B). In exercise of the powers conferred by Section 5 of the Contract Labour
(Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby constitutes a Committee to
see the working condition of the Contract Labour in 226 Depots/Railheads/godowns of Food Corporation of India in
various jobs of loading/unloading, stocking, de-stacking weighment sweeping and cleaning.
2. The composition of the Committee and its terms of reference will be as under:-
1. Shri Surendra Kumar Pandey, -Chairman

2. Shri K N Umesh, -Member

3. Shri Dilip Kumar Chakraborty, -Member
House No. 322A, Bhagwan Das Chitrakar Hata,

4. Shri Himanshu Sekhar Pradhan G.M. (H and A), -Member
National Aluminium Company Limited,

5. Deputy Chief Labour Commissioner (Central) -Member Convener
Chandigarh, Patna, Kanpur.
3. The terms of reference of the proposed Committee would be as follows: -
"To study whether there is justification for grant exemption to 226 Depots/Railheads/godowns of Food Corporation of
India in the working condition of Contract Labour in the of loading/unloading, stacking, de-stacking, weighment,
sweeping and cleaning in the depots/railheads of the Food Corporation of India and also look into ground of
denotification given by FCI."
4. The committee will visit to the following depots/Godowns.
"1. FCI-FSD Sirsa, Haryana 2. FCI-FSD Palwai, Haryana, 3. FCI-FSD Etawa, Uttar Pradesh, 4. FCI-
FSD, Daltonganj, Jharkhand. The committee will see the working condition of the contract workers in the
establishment."
5. The Headquarters of the Committee will be at Chandigarh, Patna, Kanpur. The Committee shall submit its
report within two months.
